EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign the First Amendment to the State
Mandated Agreement between Collier County and the David Lawrence Mental Health Center, Inc.
OBJECTIVE: To provide mental health and substance abuse services to residents of Collier County.
CONSIDERATIONS: The David Lawrence Center (DLC) is a not-for-profit substance abuse and mental
health treatment facility in Collier County. DLC is funded, in part, via a state contract from the Florida
Department of Children and Families (DCF). Pursuant to Florida Statute, Section 394.76(9) (a) and (b), a
local match is required. Collier County has made a commitment to provide funding in the amount of
$2,021,922 to DLC. The agreement requires that DLC provide adult and children’s mental health and
adult substance abuse services to citizens of Collier County. The contract period is from October 1, 2018
through September 30, 2019.
On October 23, 2018 the Board of County Commissioners (Board) approved funding t o DLC (Agenda
Item #16D2).
Following approval of this agreement, a request for change was received from DLC. Staff agreed with the
proposed changes. Staff has prepared an amendment to the DLC agreement to collectively reflect these
changes. The amendment will not increase or decrease the amount of funds or impact the budget for this
project.
The proposed changes to the agreement are summarized below:
• Modify the Exhibit 2, Quarterly performance report, to reflect an approximate
quarterly target for the number of residents served and number of prevention service
units
• Change the number of non-duplicated Collier County resident/clients with at least
one (1) unit of service from 7,400 to 7,300 throughout the contract for consistency.
• Clarify the number assigned to the four (4) types of prevention services to a
cumulative total of 3,000 annually.
• Change the due date for submission of the required single audit pursuant to 2 CFR
200, Annual Financial Statement and Audit to 9 (nine) months following the end of
the fiscal year.
FISCAL IMPACT: There is no new Fiscal impact with the above amendment. The funding source for
DLC is Collier County General Funds (001).
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action -JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
