EXECUTIVE SUMMARY
Recommendation to amend existing contract with Angie Brewer & Associates, LC under Bid #12-
5839, “Loan/Grant Acquisition and Compliance Services,” for an additional renewal period of one
(1) year, or until a new contract is awarded, whichever is sooner.
OBJECTIVE: To amend contract #12-5839 for loan and/or grant acquisition and compliance services to
continue these services in an efficient and cost-effective manner to the benefit of rate payers and for all
County divisions through June 21, 2020. This contract will provide staff the accessibility to a stable and
reliable source of loan and/or grant services.
CONSIDERATIONS: Since 2005, the Public Utilities Division (PUD) has utilized loan and/or grant
services that enabled the County to obtain $50 million dollars in State Revolving Fund (SRF) loans.
Consistent with the Division’s pay-as-you-go approach, no new SRF loans are being considered at this
time. However, this contract provides a vehicle for future sources of funding if the need arises to the
PUD as well as agency wide, including our assistance to the City of Everglades City.
The Board of County Commissioners (Board) approved Contract #12-5839 for Loan/Grant Acquisition
and Compliance Services on June 12, 2012 under Agenda Item 16.C.3. (the “Agreement”). The
Agreement is set to expire June 21, 2019, and there are no further renewal or extension periods available.
Staff requests the Board’s authorization to amend the current Agreement for an additional one (1) year
renewal period (through June 21, 2020), or until a new contract is awarded, whichever is sooner. Any
extension that exceeds six months (cumulatively) shall be approved by the Board. This request is
pursuant to the County’s Procurement Ordinance Number 2013-69, as amended, Section 19(4) Contract
Administration.
On January 23, 2019, the County’s Procurement Services Division released RFP #19-7548, “Loan and/or
Grant Acquisition and Compliance Services” to 11,894 vendors. Forty-four (44) bid packages were
downloaded, and the County received only one (1) proposal, from the incumbent, by the extended March
5, 2019 deadline.
The service has not been solicited for in seven (7) years and the incumbent has provided Collier County
with these services since June of 2012.
The extension will provide County staff the opportunity to re-solicit a second Request for Proposal.
Multiple firms operate in this marketplace and the County is seeking competitive proposals.
FISCAL IMPACT: Funds for these services will continue to come from each division’s budget as
projects and service needs are identified. Based on historical data, estimated annual expenditures will be
$300,000, unless specific special needs arise relating to disaster funding.
GROWTH MANAGEMENT IMPACT: There are no impacts on the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board authorizes the Amendment of #12-5839 “Loan/Grant
Acquisition and Compliance Services” to Angie Brewer & Associates, LC for the above set forth
services; and authorizes the Chairman to execute the attached Amendment.
