Agenda 05/28/2019 Item #16C 1 (ITB #18-7479 Agreements)05/28/2019 EXECUTIVE SUMMARY Recommendation to award two (2) Agreements for Invitation to Bid No. 18-7479, “Lift Station Preventative Maintenance and Repairs,” to Florida Utility Solutions, Inc., as Primary Contractor, and Advanced Lift Station Services, Inc., as Secondary Contractor, for County-owned lift station preventative maintenance and repair services. OBJECTIVE: To obtain lift station preventative maintenance and repair services for County facilities. CONSIDERATIONS: The Division of Facilities Management is responsible for the maintenance and repair of County facilities. These facilities require maintenance and repair of lift stations to minimize operational down time and maintain top operating conditions. This contract provides proper preventative maintenance and repair services to the estimated fifty-nine (59) County owned and operated lift stations. The lift stations in question are maintained by Facilities Management due to their small size in comparison to the larger lift stations maintained by the Public Utilities Wastewater Division. On August 29, 2018, the Procurement Services Division released Invitation to Bid No. 18 -7479 to 20,024 vendors for Lift Station Preventative Maintenance and Repairs. Interested vendors downloaded ninety- three (93) bid packages and the County received five (5) bids by the September 28, 2018 deadline. Staff deemed M.C & M Construction, Corp. as non-responsive and non-responsible for failing to supply required licenses. It is staff’s recommendation to award Florida Utility Solutions, Inc., as the Primary vendor , and Advanced Lift Station Services, Inc., as the Secondary vendor. This Invitation to Bid award criteria was initially defined to award on a Primary, Secondary, and Tertiary basis; however, after deliberation with Procurement and Facilities Management staff, Water Solutions of Southwest FL, Inc. declined the tertiary award. However, the solicitation also expressly reserved the right for the County to select a lesser number of contractors or other options that represent the best value to the County. Staff determined that the anticipated work for these services only requires the services of two contractors, so a third contractor is not being recommended for award. All work under $50,000 will be issued in the order of award (Primary, Secondary). All mai ntenance work and service repair work over $50,000 will be quoted out among both contractors on contract. The agreements terms shall be for a three (3) year period commencing upon the date of Board approval. 16.C.1 Packet Pg. 687 05/28/2019 The County may, at its discretion and with the consent of Florida Utility Solutions, Inc. and Advanced Lift Station Services, Inc., renew the agreements under all the terms and conditions contained in the agreement for two (2) additional one (1) year periods. FISCAL IMPACT: Funds are available in the Division of Facilities Management Operating Budget 001-122240 and other user division cost centers. The base annual amount of the contract is estimated to be $70,000 based on historical spend patterns but is subject to change as this amount may not be indicative of future buying patterns. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. Collier County Facilities Management Division is responsible for maintaining all of the Lift Stations operations throughout the County. In order to ensure that all equipment continues to operate in an efficient manner, the County intends to enter into a contract with a qualified Lift Station service company. Historically, County Divisions have spent approximately $70,000.00 annually. BACKGROUND As requested by the Collier County Facilities Division (hereinafter, the “Division”), the Collier County Board of County Commissioners Purchasing Division (hereinafter, “County”) has issued this Invitation to Bid (hereinafter, “ITB”) with the intent of obtaining bids from interested and qualified firms in accordance with the terms, conditions and specifications stated or attached. The Vendor, at a minimum, must achieve the requirements of the Scope of Work and specifications stated. The results of this solicitation may be used by other County Divisions once awarded according to the Board of County Commissioners Purchasing Policy. TERM OF CONTRACT The contract term, if an award(s) is/are made is intended to be for three (3) years with two (2) one (1) year renewal option. Prices shall remain firm for the initial term of this contract. Surcharges will not be accepted in conjunction with this contract, and such charges should be incorporated into the pricing s tructure. The County Manager, or designee, may, at his discretion, extend the Agreement under all of the terms and conditions contained in this Agreement for up to one hundred eighty (180) days. The County Manager, or designee, shall give the Contractor written notice of the County's intention to extend the Agreement term not less than ten (10) days prior to the end of the Agreement term then in effect. All goods are FOB destination and must be suitably packed and prepared to secure the lowest transportation rates and to compl y with all carrier regulations. Risk of loss of any goods sold hereunder shall transfer to the COUNTY at the time and place of delivery; provided that risk of loss prior to actual receipt of the goods by the COUNTY nonetheless remain with VENDOR. All three vendors will be required to quote on repairs over $50,000.00. It is cost effective to outsource this activity to ensure proper maintenance and repairs of County owned lift stations ➢ The County reserves the right to issue a formal contract, standard County Purchase Order, or utilize the County Purchasing Card for the award of this solicitation. DETAILED SCOPE OF WORK Contractors Responsibilities 1. The Board of County Commissioners (BCC) currently owns and operates fifty-nine (59) Lift Stations throughout Collier County, FL. Additional Lift Stations may be added throughout the year. All maintenance work and service repair work perfo rmed must ensure proper lift station function and operation 24/7/365 to all County Lift Stations. 2. Lift Station Annual Preventative Maintenance and repairs are anticipated to be completed during regular business hours. Regular hours are defined as Monday through Friday, 7:00 AM to 5:00 PM local time. Afterhours are considered before 7:00 AM and after 5:00 PM on weekdays and at any time on Saturday, Sunday, or County Observed Holiday. Afterhours rate will be calculated at 1 and 1/2 times the hourly rate provided in the bid schedule. If a requested service starts during “Regular Time”, and extends into the Afterhours period, the Afterhours rate shall only be charged for time actually worked during the Afterhours period. The vendor may use a subcontractor for specialty services. 3. The vendor must be available for urgent response 24 hours, 365 days per year. The vendor will be paid time and one half for every hour worked on after hours urgent call outs. The vendor must respond by phone to calls for service within thirty (30) minutes and arrive at the job-site within two (2) hours of notification by Facilities Division staff. The vendor must provide to the Facilities Division staff an emergency contact number. Changes to the vendor emergency contact number must be provided to Facilities Division staff within one (1) business day. 4. For non-urgent calls for service, the vendor must respond by phone to calls for service within two (2) hours and begin work within eight (8) working hours of the initial work request. Exceptions to the eight (8) hour response expectation may be granted on a case-by-case basis by Project Manager or designee. 5. The vendor must possess and maintain all insurance certifications and occupational licenses required to legally conduct work activities outlined by this contract in Collier County Florida. 6. All work must be performed by trained and experienced employees. A list of vendor employee training and experience in years shall be made available to the Project Manager or designee if requested within five (5) business days. 7. The vendor and their employees are required to comply with Collier County CMA #5390 requiring contractor background checks to be issued Collier County contractor badges for all contracted employees working on Collier Co unty property. Background checks are valid for five (5) years; vendor shall be responsible for the $40 fingerprint and back ground check fee associated with compliance of this requirement. 8. The awarded vendor will receive a purchase order for work requested. The vendor may not start work prior to receiving the purchase order. 16.C.1.b Packet Pg. 694 Attachment: 18-7479 Solicitation (8405 : Award Invitation to Bid No. 18-7479, Lift Station Preventative Maintenance and Repair) Detailed Scope of Work Lift Station Preventative Maintenance Minimum Expectations The maintenance and repair of County lift stations are expected to be maintained in top running order. The annual inspections are a service requirement to ensure continued operations to the lift stations and to identify and address potential problems before a possible failure of the station. Facilities Management will provide a listing of all lift stations. In the event the frequency changes, the Vendor(s) will be required to provide additional reports. Vendor(s) will be required to provide annual report of Preventative Maintenance results. Grounds Assessment 1. Conduct visual inspection of area surrounding lift station. 2. Identify general items of concern (safety, cleanliness, access, etc.) in the "Notes" section of this work order. Electrical Cabinet/Panel Maintenance NOTE: Before beginning electrical cabinet/panel maintenance complete the following: 1. Lock out power to the electrical cabinet/panel at the power source. 2. Turn off any door mounted disconnect handles on the electrical cabinet/panel. 3. Open the cabinet/panel door and verify that the power to the cabinet/panel is off by using a DVM (digital volt meter) or other power testing device. Check for power on the line side of any disconnects and fuses before performing any work within the electrical cabinet/panel. 4. Inspect exterior of cabinets/panels for damage and/or vandalism. 5. Inspect warning/informational signage for deterioration/accuracy. Replace as needed 6. Inspect rubber seal on cabinet/panel doors for tearing or rot. 7. Inspect interior of cabinets/panels for debris, and signs of water intrusion. 8. Inspect interior of cabinets/panels for soot, burn marks, corrosion, or melted wires. 9. Inspect, and test light and alarm systems. Replace as needed. 10. Vacuum debris from bottom of electrical cabinets/panels. 11. Restore power to electrical cabinets/panels that were locked out. 12. Identify electrical cabinet/panel maintenance items that need further attention (water intrusion, damaged wiring, generator receptacle door problem, etc.) in the "Notes" section of issued Facilities work order. General Lift Station Maintenance 1. Inspect exterior of well doors for damage and/or vandalism. 2. Inspect, clean, and test level sensing devices (mechanical float, or transducer). Replace as needed. 3. Inspect, and wash down interior walls as needed. 4. Break up debris mat on surface of water, run pumps manually until they break suction. Repeat as needed. 5. Manually run each pump; check amp draws against full load amps (FLA) of pump. If amp draw is out of range pull pump and inspect. 6. Inspect discharge pipes for leaks and/or damage. 7. Inspect, and lubricate wet well door hinge and slam lock. 8. Identify wet well maintenance items that need further attention (leaking pipe, infiltration, slam lock not engaging, etc.) in the "Notes" section of issued Facilities work order. Before Leaving Lift Station 1. Ensure pump HOA (Hand - Off - Auto) switches are in auto position. 2. Ensure electrical cabinet/panel spring clips are fastened. 3. Ensure electrical cabinet/panel padlocks are lubricated and installed. 4. Ensure well pad lock is lubricated and installed. 5. Contractor will make all repairs necessary to bring the lift station to proper operating condition. 2. Repair Parts: All repair parts and materials must be as specified in the work request. If the work request is not specific and/or the Collier County Vertical Standards do not specify, then the parts must be approved by the County Representative and/or designee. The Vendor(s) will be required to provide proof of the parts/materials/supplies supplied by providing invoices and/or photographs at the time of invoice submission. After hours will be calculated at 1 and 1/2 time. "Normal Business" hours is defined as County business hours; Monday through Friday 7:30 am to 5:00 pm. "After Hours" rates apply to weekends, County holidays and Monday through Friday after 5:00 pm and before 7:30 am. If a requested service starts during Normal Business hours and extends into the After hours period, the After Hours rate shall only be charged for time actually worked during the After Hours period.
