EXECUTIVE SUMMARY
Recommendation to approve the Three Party Escrow Agreement, Locally Funded
Agreement, and Transportation Post Project Agreement between The Florida Department
of Transportation and Collier County for the installation and maintenance of h oliday
attachments on light poles within the Immokalee Community Redevelopment Area in
Immokalee, Florida.
OBJECTIVE: For the Board of County Commissioners (Board) to review and approve the
Three Party Escrow Agreement, Locally Funded Agreement, and Transportation Post Project
Agreement between The Florida Department of Transportation (FDOT) and Collier County for
the installation and maintenance of holiday attachments on light poles within the Immokalee
Community Redevelopment Area in Immokalee, Florida.
CONSIDERATIONS: FDOT is scheduled to install a new lighting system on State Road 29 to
increase pedestrian and bicyclist safety. Collier County, through the Immokalee Lighting and
Beautification MSTU, will provide an advance deposit of $125,342.00 to FDOT for the
installation of holiday attachments on 30 light poles and all efforts associated with adding the
attachments, including banner arms, GFCI outlets, additional conductors, mobilization and
maintenance of traffic at SR 29 from 1st Street North to 9th Street North in Immokalee, FL. The
funds will be held in an escrow account, as memorialized in the Three Party Escrow Agreement.
FISCAL IMPACT: Funding is available in the Immokalee MSTU FY19 budget, Fund 162-
162524. The County is responsible for maintaining the holiday attachments and related items.
The estimated cost of maintenance is approximately the same as current cost.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires
majority vote for Board approval. - SAA
GROWTH MANAGEMENT IMPACT: This project meets the current Growth Management
Plan standards to ensure the adequacy and availability of viable public facilities.
ADVISORY COMMITTEE RECOMMENDATIONS: At the March 27, 2019 MSTU
Advisory Board meeting by unanimous vote (4-0), the MSTU Board recommended approval of
FDOT Project #439002-1 for the installation of holiday attachments on 30 light poles within the
Immokalee community.
RECOMMENDATION: To adopt the proposed resolution approving the Three Party Escrow
Agreement, Locally Funded Agreement, and Transportation Post Project Maintenance
Agreement between the Florida Department of Transportation and Collier County for the
installation and maintenance of holiday attachments on light poles within the Immokalee
Community Redevelopment Area in Immokalee, Florida.
