EXECUTIVE SUMMARY
Recommendation to authorize proceeding with the final work necessary for completion of the
Vanderbilt Drive Stormwater Management Outfall Recovery Project, authorize a budget
amendment in the amount of $150,000 to cover the cost of proje ct design and permitting and direct
evaluation of inland tidal waterway shoaling effects on stormwater runoff conveyance.
OBJECTIVE: To obtain approval to proceed with final design, permitting and construction necessary to
restore the four (4) impacted Vanderbilt Drive stormwater management outfall areas and direct County
staff to evaluate the inland tidal waterway shoaling effects on stormwater runoff conveyance.
CONSIDERATIONS: Hurricane Irma impacts caused significant damage to County infrastructur e along
the west side of Vanderbilt Drive. Specifically, there are four (4) stormwater management outfall
locations where the Vanderbilt Drive roadway and sidewalk had washed-out into the adjacent Vanderbilt
Lagoon receiving water.
This event left stormwater management infrastructure and other utilities exposed and damaged. At each
of these locations, the County has a stormwater management outfall that conveys stormwater runoff from
Vanderbilt Drive and the Naples Park area to the Vanderbilt Lagoon thro ugh the seawall via a pipe
located in a ten-foot (10’) wide easement. As a result of the hurricane, the seawalls were breached at
these locations and a significant amount of silt and debris from the upland eroded into the ends of the
canals of the Vanderbilt Lagoon.
On July 10, 2018 (Item 16A18) the Board approved the first effort necessary to restore the four (4)
impacted Vanderbilt Drive stormwater management outfall areas. By approval and execution of this
work the County addressed the upland portion of each outfall area. Work included stabilization and
recovery of all four (4) outfalls. The impacted upland areas were recovered by reinforcing portions of
existing canal seawall, installing new outfall pipes, and backfilling and compacting with new material.
This final proposed work addresses the material, principally soil, remaining in the eastern end of the four
(4) canals of the Vanderbilt Lagoon adjacent to the repaired upland areas. Work includes final design,
permitting and removal (dredging) of the remaining material in these areas.
This material is beyond (waterward) of the seawalls and is currently not obstructing stormwater flow but
is a boating navigation issue. Preliminary design plans have been developed to identify the extent of silt
and debris in the canals. Upon completion of the final dredging plans, permits, and bid documents staff
will come back to the Board to approve the bid award.
In addition to this situation, there are several inland tidal waterway locations in the county wher e shoaling
is now affecting waterway depths potentially impacting downstream conveyance of stormwater discharge.
Stormwater staff recommends that the Board direct the County Manager to further evaluate these areas
and develop options for inland tidal waterway dredging for future Board consideration. Locations are the
Cocohatchee River, Palm River, Gulf Harbor, Gordon River, Rock Creek, Henderson Creek, Eagle Creek,
and Plantation Island.
FISCAL IMPACT: The estimated cost of this final work is $150,000 for design and permitting and
$600,000 for the removal of the silt and other materials, for an estimated total of $750,000. The final cost
is dependent on several factors, including complexity of the dredge and method and location for the
disposal of the materials. Staff continues to seek financial assistance through the Federal Emergency
Management Agency (FEMA) and will continue work with the County's disaster consultant, CDR
Maguire, for options to submit this phase of the restoration for funding . Federal Highway
Administration (FHWA) and other mitigation grant programs, have declined to fund any emergency work
or permanent work outside the County’s easement area. Currently, there are no other grants funds or

insurance proceeds, outside of FEMA, available to offset any of the design and construction costs for
restoration of the end-canals.
There are no funds budgeted or available within the Stormwater Capital Fund (325) to complete this silt
and debris removal project. Prior work in the area, including repair of the stormwater outfalls, was
funded through local funds budgeted specifically for Hurricane Irma -related work. These funds have been
exhausted, therefore, supplemental funding, from outside of the Growth Management Department
(GMD), will be required to complete this work. If the Board approves the proposed course of action, a
budget amendment in the amount of $150,000 will approved as part of this item. A second budget
amendment, in the amount of approximately $600,000 will be required at the time that the bid award is
approved by the Board. Any funds received by FEMA for this project would be returned back to the
original funding source.
GROWTH MANAGEMENT IMPACT: The Vanderbilt Drive Stormwater Management Outfall
Recovery Project is consistent with the applicable sections of the Stormwater Management and
Conservation and Coastal Management elements of the Collier County Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK

Vanderbilt Drive Stormwater Management Outfall Recovery Project, to authorize the necessary budget
amendments, and direct staff to evaluate inland tidal waterway shoaling effects on stormwater runoff.
