EXECUTIVE SUMMARY
Recommendation to award Bid No. 09-5213, for the construction of the
Administration Building (Bldg. F) Security Lobby Addition, Project 52525.1, in the
amount of $453,042 to Boran Craig Barber Engle Construction Company Inc. (BCBE).
OBJECTIVE: To obtain approval for the award of a $453,042 construction contract to Boran Craig
Barber Engle Construction Company Inc. (BCBE) for the construction of the Administration Building
(Bldg. F) Security Lobby Addition, Project 52525.1.
CONSIDERATION: As part of the 2008 Capital Budget submission, the Board approved $822,800
for the construction of an approximately 1,057 square foot security addition on the east side of the
Administration Building (Building F), where the original main entry to the building was located, and
to replace the temporary security check point now iocated on the south side of the building. The
addition will facilitate better ingress and egress to the Administration Building and will be
architecturaily compatible with the new Courthouse Annex building.

On March 6, 2009 Bid 09-5213 was posted by the Purchasing Department and distributed to 653
firms that provide these services. On April 3, 2009, bids were received and opened from nine (9)
firms. After review and evaluation of the bids, the Facilities Management and Purchasing
Departments determined that the lowest, qualified and responsive bidder is Boran Craig Barber
Engle Construction Company Inc. (BCBE) with a bid of $ 453,042.00 for the evaluated sum of the
Base Bid plus Add Aiternate Bid NO.1. The compiete bid results spreadsheet is attached for
reference.
Construction is scheduled to begin this summer with compietion about nine months later. All
permits have been approved and should not impact the construction schedule.
FISCAL IMPACT: Funds are budgeted in the County Wide Capital Project Fund 301, in the
General Building Improvements Project 52525, and no additional funding is necessary.
GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is not quasi-judicial and as such ex parte disclosure is not
required. This item requires majority vote only. This item is legally sufficient for Board action. -

construction contract to Boran Craig Barber Engle Construction Company Inc. (BCBE) in the
amount of $453,042 for construction of the Security Lobby addition to the Administration building.
