Agenda 05/12/2009 Item #16D 4 Agenda Item No. 1604 May 12, 2009 Page 1 of 29 EXECUTIVE SUMMARY Recommendation for the Board of County Commissioners to recognize funding from the American Recovery and Reinvestment Act (ARRA) of 2009 via approval of the Homeless Prevention and Rapid Rc-Housing Program (HPRP) amendment to the 2008-09 HUD One Year Action Plan, authorize the Chairman to sign the necessary certifications and documents for submission to Housing and Urban Development (HUD) by May 18, 2009 and accept responsibility for the additional transparency, accountability and reporting compliance requirements of these funds. OBJECTIVE: For the Board of County Commissioners to approve the proposed amendment to the 2008-09 HUD One Year Action Plan to incorporate strategies for the Homeless Prevention and Rapid Re-Housing Program (HPRP) and authorize the Chairman to sign the associated certifications and documents for submittal. CONSIDERATIONS: On Aplil 22. 2008, the Board adopted Resolution No. 2008-121 approving the submittal of the annual Action Plan to HUD for $3,089,381.00 'in entitlement funds for FY 2008..2009. On February 17, 2009 Congress passed the American Recovery and Reinvestment Act of 2009 (ARRA) and designated $1.5 billion for communities to provide financial assistance and services to either prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized. ~ In March, 2009, Collier County was notified it would be allotted $888,850 in HPRP funding, In order to receive this grant, Collier County must make a significant anlendment to its 2008-09 Action Plan utilizing the fomlat provided by HUD. Collier COWlty'S Departnlent of Housing and Human Services has developed the attached Action Plan for the Board's approvaL The Plan was advertised for public comment and posted on the County's website on Wednesday, April 8, 2009 for the 12 day public comment period as required by law, Any comments received have been included in the Action Plan anlendmenl. The Action Plan contains strategies to use HPRP funds for the four eligible activities outlined by HUD for the HPRP program, These activities are: Financial Assistance, Housing Relocation and Stabilization Services, Data Collection/Evaluation Services, and Progranl Administration. Special Considerations Related to the American Recoverv and Reinvestment Act of 2009: Grantees are required to ensure that public funds are expended responsibly and in a transparent manner to fuliher the job creation, economic rccovery, and other purposes of the Recovery Act. The grant program guidelines and subsequent grant agreement will identify additional compliance requirements related to the ARRA, however the attached document highlights the major rcquirements and how Collier County will maintain compliance. FISCAL IMPACT: By approving this proposed amendmcnt, Collier County will be awarded $888,850 dollars in grant funds. Citizen Participation and Public Comment 1. Briefly describe how the grantee followed its citizen participation plan regarding this proposed substantial amendment (limit 250 words). Response: Collier COWlty has complied with all aspects of our citizen participation plan. The HPRP substantial amendment ad was posted on the official County website and placed in the Naples Daily News, a newspaper of general circulation within Collier County, The ad was placed in both English and Spanish versions to make citizens aware of this substantial amendment and ensure the widest dissemination of HPRP information. A public comment period was held from April 10-21, 2009. The public meeting was held on April 16, 2009 in which public comments were solicited. This public meeting was advertised on the Collier County official web site, and placed in the main administration building where public notices are posted. In addition local non-profit agencies were notified of the public meeting. A second public meeting was held on May 12, 2009 at the Collier COWlty Board of County Commissioners' meeting. At this meeting, the staff recommendation to submit the HPRP substantial amendment to HUD was approved and the Chairman was authorized to sign all documentation necessary for submission to HUD, The attendees to the Public Comment Session asked many questions regarding the grant that were answered, These questions included: When will the RFP be released? Answer: The RFP will be released the beginning of May for approximately one week. There will not be a cure period. Should non-profit agencies meet for technical assistance if they are proposing a new project or have never been funded before? Answer: Any organization can call HHS for a meeting or technical assistance before the RFP is due. Does the grant cover food vouchers? Answer: No. Are administrative costs available and can finance charges for a bridge loan be reimbursed: 3 HUD-40119 Agenda Item No. 1604 May 12, 2009 Substantial Amendment to the Consolidated Plan 2008 Action Plan for the Page 6 of 29 Homelessness Prevention and Rapid Re-Housing Program (HPRP) Answer: There is 5% allowed for admin that will be distributed between the sub- recipients and HHS. There will be approximately $22,000 in administrative funds available to distribute to the participating agencies. Finance charges cannot be reimbursed. Can the grant be used for supportive services? Answer: Yes, the grant can be used for supportive services for the homeless and to prevent those from being homeless. Can the grant be used for more space or more equipment for an emergency shelter? Answer: No, the grant cannot be used for those purposes. Other public comments: Bart Zino from Collier County Hunger and Homeless Coalition expressed concern that the grant would be reimbursable and that local organizations did not have the capacity to payout the monies and wait for the reimbursement. He suggested that the County provide a bridge loan for organizations, It was noted that the FAQ's of the grant program mentioned that HUD does allow for a draw down before the grant is expended, However, this is not the method by which the participating jurisdiction does business, Debra Mahr from Collier County Hunger and Homeless Coalition asked what kind of program we were looking to institute for rapid re-housing. The various agencies talked about how they each secure housing for their clients, Steve Perkins, Administrator of the HMIS program in Collier County, explained how he would provide assistance for organizations to get up and running with HMIS in order to participate in the HPRP grant. Exhibit 2 From Essie Serrata Collier COWlty Housing Authority April 21 , 2009 Re: HPRP Funding Public Comment Dear Ms. Krumbine: Please accept this as the Housing Authority's comments regarding the allocation of Homelessness Prevention and Rapid Re-Housing Program funding, It is our understanding this funding is primarily to provide assistance to homeless or at-risk families, individuals and youth affected from the economic crisis. With this purpose in mind we support the gaps and needs identified by the Collier County Hunger and Homeless Coalition in a workshop held on March 10, 2009 and provided to you during the April 16,2009 Public llleeting. As the cOWltywide public housing authority who administers two federal rental assistance programs we substantiate the top ranked need being rental assistance. The Housing Choice Voucher Program provides rental assistance up to 440 low- income families and the HOME Tenant Based Rental Assistance has provided assistance with security deposit, utility deposits and rental subsidies for the homeless, elderly and disabled since 2003. The waiting list for persons seeking rental subsidies is over 800. The needs assessment and ranking priority by the coalition, is timely and should serve as a benefit to design the program and identify key resources already available that could be augmented to provide further stability in the community. It is our hope that the county will work cooperatively with the current local providers that have a proven track record, the capacity and are the best fit to carry out the initiatives of this funding. Competitive Process o Formula Allocation o Other (Specify: ) 2. Briefly describe the process (es) indicated in question 1 above (limit 250 words). Response: Collier County Housing and Human Services Department (HHS) will use a competitive process as a basis for award to subrecipients for HPRP funding. HHS has tailored its traditional competitive Request for Proposal (RFP) process to adhere to HPRP guidelines and timetables, This abbreviated RFP process will comply with the requirements of the Collier COWlty Citizen Participation Plan, albeit on a shortened HPRP timetable. The HHS competitive process commences with English and Spanish language advertisements in local newspapers outlining the HPRP program, funding amounts, preliminary budget, and eligible activities. The ads outline the public comment period and dates for public meetings. The RFP process is then announced; applications are made available through the HHS website, hardcopy and via email. Application deadline is included in the application, as well as grading criteria. Technical assistance is provided throughout the application period. Completed applications (and required copies) are date and time stamped when received and receipted by HHS personnel. The Application Review Committee is selected from a variety of sources to include community members, HHS staff and County Grant Personnel. Members review applications individually and as well as a whole; applications are scored, scores are aggregated and projects ranked. Based on ranking, selected projects are presented to the Collier County Affordable Housing Advisory Committee for comment. Projects are then forwarded to the Collier Board of COWlty Commissioners for final review and approval prior to submission to HUD, 3. Briefly describe the process the grantee plans to use, once HUD signs the grant agreement, to allocate funds available to sub grantees by September 30, 2009, as required by the HPRP Notice (limit 250 words). Response: Projects will be competitively selected and the sub-recipients will be notified. A clear scope of work and budget should be developed and approved by Housing & Human Services. The project scope section of the agreements are individualized to encompass the activities to be performed by the sub grantee, budget, timeline, performance measures as well as reporting requirements and payment reimbursement instructions. The agreement templates along with their individualized scopes will be signed by the sub grantees. Signed agreements will be presented to the BCC for approval during September 2009. BCC approval of the agreements will obligate HPRP funds by the September 30, 2009 HUD deadline. 4, Describe the grantee's plan for ensuring the effective and timely use ofHPRP grant funds on eligible activities, as outlined in the HPRP Notice. Include a description of how the grantee plans to oversee and monitor the administration and use of its own HPRP funds, as well as those used by its sub grantees (limit 500 words). Response: Collier County Housing and Human Services (HHS) has established methodologies for working with sub grantees from the time they are selected for funding until contract close-out. These same methodologies will be used to ensure HPRP requirements are met. Each sub !,'fantee is assigned a grant coordinator who guides them in understanding their agreement terms. performance measures, reimbursement requirements, as well as any administrative and reporting requirements, The grant coordinators along with the Grant Operations Manager maintain active communication with the sub grantee via desk monitorings, phone monitorings, monthly reports, and site visits. Collaboration 1. Briefly describe how the grantee plans to collaborate with the local agencies that can serve similar target populations, which received funds Wlder the American Recovery and Reinvestment Act of 2009 from other Federal agencies, including the u.s. Departments of Education, Health and Human Services, Homeland Security, and Labor (limit 250 words). Response: Collier County Housing and Human Services (HHS), as the Lead Agency for the Continuum of Care, already partners with a number of local agencies, who receive funding from a variety of federal sources. These agencies have implemented programs and services to assist the homeless and those at risk of becoming horneless. HHS works closely with the Hunger and Homeless Coalition (HHC), which coordinates involvement of local agencies, as well as works with the Collier COWlty Public Schools liaison for homeless children, Youth Haven, another Collier County non-profit organization receiving funding from the Department of Health and Human Services, currently oversees a program called "Caring for Families" which has previously been supported by this office. The David Lawrence Mental Health Center also receives state and federal funds and offers supportive housing for clientele with mental illness who are at risk of being homeless. In addition, HHS works with the Collier COWlty Housing Authority, the public housing authority, who receives USDA funding, with tenant based rental assistance, These agencies, and more, will be encouraged to submit applications for funding. 9 HUD-40119 Agenda Item No. 1604 May 12, 2009 Substantial Amendment to the Consolidated Plan 2008 Action Plan for the Page 12 of 29 Homelessness Prevention and Rapid Re-Housing Program (HPRP) 2. Briefly describe how the grantee plans to collaborate with appropriate Continuum(s) of Care and mainstream resources regarding HPRP activities (limit 250 words). Response: Collier County Housing and Human Services (HHS) is the Lead Agency for the Collier COWlty Continuum of Care (CoC) and actively participates in, and supports the priorities established by the Coco HHS is tied not only by its active participation in the CoC with its partner social service agencies, but also electronically via the Homeless Management Information System (HMIS), Included in the public comment period and public workshop, agencies which participate in the CoC will be contacted to assist HHS with an assessment of current needs and gaps in service that can be addressed with HPRP funding. The Collier County Sherriff s Office (CCSO) assists HHS in this collaboration by assigning a deputy to work with the homeless population to improve their access to care and educate them on existing resources. Collier County's two homeless shelters: St Matthew's House/Immokalee Friendship House and The Shelter for Abused Women and Children are both active members of the CoC and work closely with HHS to ensure the widest dissemination of information regarding available resources, 3. Briefly describe how HPRP grant funds for financial assistance and housing relocation/stabilization services will be used in a manner that is consistent with the grantee's Consolidated Plan (limit 250 words). Response: Collier County's FY 2006-2010 Consolidated Plan states the county will utilize a "Continuum of Care" model in which homeless individuals move from homelessness to permanent housing via a spectrum of services which encompass outreachlintake/assessment to emergency sheltering then progress to transitional housing and finally to supportive and/or permanent housing. This "Continuum of Care" model utilizes an array of supportive services aimed at locating suitable housing, assist with rent and utility deposits, and finally continue rental payments and utility assistance for a reasonable period until the individual is stabilized in permanent housing and is able to assume financial responsibility for their own housing, The financial assistance and relocation/stabilization services outlined as eligible activities of the HPRP will fit seamlessly in Collier County's "continuum of care" model to transition homeless individuals and families to permanent housing. 10 HUD-40l19 Agenda Item No. 1604 May 12, 2009 Substantial Amendment to the Consolidated Plan 2008 Action Plan for the Page 13 of 29 Homelessness Prevention and Rapid Re-Housing Program (HPRP) E. The waiting list for persons seeking rental subsidies is Over 800.
