Agenda 05/12/2009 Item #16C 2 Agenda Item No. 16C2 May 12, 2009 Page 1 of 4 EXECUTIVE SUMMARY Recommendation to approve AshBritt Environmental, Inc., (contract 05-3661) and Solid Resources, Inc" (contract 05-383]) as the initial debris removal and monitoring contractors in operational readiness for the upcoming 2009 Hurricane Season, OBJECTIVE: To obtain approval of the Board of County Commissioners to approve AshBritt Environmental, ]nc., (contract 05-3661) and Solid Resources, Inc., (contract 05- 3831) as the initial debris removal and monitoring contractors in operational readiness for the upcoming 2009 Hurricane Season. CONSIDERATION: The Public Utilities Division, Solid Waste Management Department, is responsible for the removal of all Federa] Emergency Management Agency (FEMA) reimbursable hurricane debris located in the right-of:ways throughout Co]ber County. To ensure the prompt and effective recovery after a hurricane and the maximum reimbursement tl'om FEMA, staff is recommending the use of AshBritt Environmental, ]nc., and Solid Resources, ]nc., to manage debris recovery efforts throughout the 2009 Hurricane Season. Staff recommends using these two contractors, as allowed under their respective contracts, to provide Collier County with experienced and competent contractors for the county's disaster mission needs. Contract 05-366] with AshBritt Environmental, Inc., was approved on June 14, 2005, Agenda Item l6C7; Contract 05-383] with Solid Resources, ]nc., was approved on June 28, 2005, Agenda Item 16C]8. Each of these Board approved contracts is for a four year period with two additional one year renewals. The two fin11s are to provide post disaster equipment and human resources adequate to assist county staff in monitoring and documenting the cost incurred to remove and dispose of disaster-generated debris in full compliance with FEMA rules and regulations. This will assist the county to qualify for maximum reimbursement of Federal and State Emergency Funds. Both contraclors' perfomlance during the Hurricane Wilma (October 2005) and Tropica] Storm Fay (August 2008) debris clean up exceeded expectations. Pursuant to this recommendation, staff requests authorization to activate these firms via a purchase order in anticipation of an emergency declaralion to ensure their availability and timely mobilization. Further, staff reserves tbe opportunity to activate and order services from other films under both of the respective contractors for debris removal and/or other services set forth in the respective agreements on an as needed basis. The Solid Waste Management Department is proactive in pre-selecting vendors under contract, updating hurricane deblis removal plans, and establishing temporary hurricane deblis staging sites that best serve Collier County communities. The approval of this selection prior to a storm event benefits the COWlty for the following reasons: _. . Having pre-selecled vendors, on-call and on-contract with Collier County to provide effective disaster recovery services, will accelerate post-storm response time to start debris cleanup. These vendors have recent and successful experience, and an established geographical understanding of Collier County, post Hurricane Wilma and Tropica] Storm Fay. . These vendors worked effectively with FEMA representatives in an effort to operate within the FEMA guidelines to optimize reimbursement eligibility after Hurricane Wilma and Tropica] Storm Fay. Additionally, the Solid Waste Management Department, in cooperation with its two contractors on bid, have proactively paJ1icipated in, and gained FEMA approval of the Collier Comty Debris Removal Plans. Under the FEMA Public Assistance Pilot Program, the county qualifies for additional reimbursement. According to FEMA, the Public Assistance Pilol Program "allows for an increase in the Federal share of debris and wreckage removal for states and local government that have an approved debris management plan and have pre-qualified two or more debris wreckage contractors before the date of declaration of the major disaster." Collier County is eligible to receive an additional five percent (5%) federal cost share, F]SCAL IMPACT: The extent of fiscal impact is dependent upon the number and severity of events and costs recovered from Federal and State Emergency Funds. GROWTH MANAGEMENT IMPACT: These conlracls and the activities associated with them have no impact on the county's Growth Management Plan. LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a majority vote for approval, and is otherwise legally sufficienl for Board action. -SRT RECOMMENDATION: That the Board of County Commissioners approve AshBritt Environmental, Inc., (contract 05-366]) and Solid Resources, ]nc., (contract 05-3831) as the initial debris removal and monitoring contractors in operational readiness for the upcoming 2009 Hurricane Season.
