EXECUTIVE SUMMARY
Recommendation for the Board of County Commissioners to recognize FY 2008/2009
Federal Transit Administration Section 5311 additional revenue in the amount of
$242,405.00 to Collier Area Transit Fund (426) and approve the necessary budget
amendments.
OBJECTIVE: To recognize FY 2008/2009 Federal Transit Administration Section 5311
additional revenue in the amount of $242,405.00 to Collier Area Transit Fund (426) and approve
the necessary budget amendments to offset operations of the Immokalee Circulator.
CONSIDERATIONS: During the January 29, 2008 BCC meeting Item 16B3, a Joint
Participation Agreement (JP A) with Florida Department of Transportation was executed for a
five-year pass-through FTA Section 5311 Grant, JPA Number AOW89, in the amount of
$204,395.00. This award is for the provision of pubic transportation in Collier County's non-
urbanized areas. Collier County uses these fimds for the Collier Area Transit operation of the
Immokalee Circulator Route 8A and Route 88.
On July 22, 2008, the Board accepted an FDOT amendment to JP A #AOW89 for additional
funds in the amowlt of $61,160,00 bringing the total five-year JP A project award to $265,555.00.
"- On January 9, 2009, the Florida Department of Transportation (FDOT) sent notification of the
County's compliance with all program requirements which qualified the agency for receipt of
additional allocation of Section 53 I I funding in the amount of $242,405,00.
FISCAL IMPACT: A budget amendment is required in the amount of $242,405,00 for the FY
2008/2009 in fund 426 project 35063. It should be recognized that thc FTA Section 5311 grant
requires a 50% local match each year and this match is budgeted in the operating appropriation
unit within Collier Area Transit Fund (426).
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a
majority vote for approval, and is otherwise legally sufficient for Board action.-SRT
GROWTH MANAGEMENT IMPACT: Consistent with Objective 10 and 12 of the
Transportation Element of the Growth Management Plan.
RECOMMENDATION: To approve budget amendments to recognize additional revenue
received from the FT A Section 5311 AOW89 in the amount of $242,405.00 into Fund 426
Project 35063 and approve the Notification of Additional Funding and authorize the Chaimlan to
execute the Notification of Additional Funding.

Your agency has complied with all of the program requirements necessary to qualify for receipt of an additional
allocation of Section 5311 funding. As you may recall, a multi-year Joint Participation Agreements (JPA) for the
Section 5311 program was executed on March 10, 2008.
The FY 2008/2009 allocation for Collier County is $242,405.00 in federal funds.
I have attached a Multi-Year JPA Notification of Additional Funding form. I have also attached a copy of the
Department's approved encumbrance form for this project. Both forms contain the formula allocation your
agency is receiving for this upcoming fiscal year.
The Multi-Year JPA Notification of Additional Funding form has a space for a required signature from an
agency representative, The form is then to be returned to this office for further processing. Should you have
