RESOLUTION NO. 04~
A RESOLUTION OF THE BOARD OF
COUNTY COMMISSIONERS OF COLLIER
COUNTY, FLORIDA ADOPTING THE SEVEN
YEAR EV ALUA TION AND APPRAISAL
REPORT FOR THE COLLIER COUNTY
GROWTH MANAGEMENT PLAN FOR
TRANSMITTAL TO THE DEPARTMENT OF
COMMUNITY AFFAIRS FOR SUFFICIENCY
REVIEW ACCORDING TO THE PROCEDURES
AND CRITERIA OUTLINED IN SECTION 163.319[,
FLORIDA STATUTES, EVALUATION AND
APPRAISAL OF COMPREHENSIVE PLAN.
WHEREAS, Chapter 163.3191, Florida Statutes, (2003) requires that local planning
agencies and governments, as part of the continuous and ongoing comprehensive planning
process, shall periodically prepare an Evaluation and Appraisal Report (EAR), which shall be
sent to the local governing body and to the Department of Community Affairs (DCA), as the
principal process for updating local, adopted comprehensive plans to reflect changes in local
conditions and state policies on planning and growth management; and
WHEREAS, the Board of County Commissioners has designated the Collier County
Planning Commission as the local planning agency, pursuant to Chapter 163.3174, Florida
Statutes, to conduct the evaluation and appraisal process for the Growth Management Plan and to
prepare recommendations regarding the adoption of an EAR prior to the submittal to the DCA;
and
WHEREAS, the Collier County Board of County Commissioners held an EAR workshop
on April 29, 2003; and
WHEREAS, the Collier County Planning Commission and the Board of County
Commissioners held joint EAR workshops on two occasions, April 20, 2004 and May 17, 2004;
and
WHEREAS, the Collier County Planning Commission has held a public hearing on July
15,2004 and made its recommendation concerning the EAR.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
I. Collier County has prepared the EAR including the various analyses required to
meet the criteria using the best data currently available from sources inside and
outside of the County government, including State agencies, as required by
Section 163.3191, Florida Statutes.
2. Collier County has not prepared and will not submit the EAR based amendments
at the time of adoption and transmittal of the EAR to the DCA.

3. The Board of County Commissioners hereby approves the transmittal of the
adopted EAR for the Collier County Growth Management Plan for sufficiency
review to the DCA.
4. The Board of County Commissioners hereby adopts the EAR and requests that
the DCA review the Collier County EAR for the Growth Management Plan and
issue a finding of sufficiency.
This Resolution adopted this 2ih day of ~2004 after motion, second and majority
vote.
