EXECUTIVE SUMMARY
Recommendation to reappoint a member to the Educational Facilities Authority.
OBJECTIVE: To reappoint one member to the Educational Facilities Authority, to a five-year term
expiring on March 23, 2024.
CONSIDERATIONS: The Educational Facilities Authority is five-member authority created on March
23, 1999, by Resolution No. 99-177 in accordance with Chapter 243 of the Florida Statutes. The purpose
of the authority is to assist private, non-profit institutions for higher education in the construction,
financing and refinancing of projects in Collier County. Terms are five years. A list of the current
membership is included in the backup.
One seat on this authority expired on March 23, 2019, and there is one additional vacancy. The vacancies
were advertised, and applications were received from the following:

ATTENDANCE: Mr. Cone has had perfect attendance during the past two years.
STAFF RECOMMENDATION: That Mr. Cone be reappointed to his seat on this authority, to a five -
year term which shall expire on March 23, 2024. A recommendation memo is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff Recommendation,
and directs the County Attorney to prepare a resolution confirming the reappointment.

Educational Facilities Authority
The purpose of this five member authority is to assist institutions for higher education in the
construction, financing, and refinancing of projects. One member shall be a trustee, director,
officer, or employee of an institution for higher education located in Collier County. Terms are 5
years.
Established by the BCC on March 23, 1999, Resolution No. 99-177 pursuant to FL STAT
243.18 - 243.40 - (Higher Educational Facilities Authorities Law) to transact any and all business
and to exercise any and all powers authorized by the Act for an educational facilities authority.
International College requested an EFA to assist with tax-exempt financing of its now
administrative/classroom facilities planned for the Northbrook Village PUD. EFA is limited only to
financing projects on behalf of private, nonprofit, post secondary educational facilities.
