Agenda 05/14/2019 Item #16C 1 (BA Solid Waste Capital Fund)05/14/2019 EXECUTIVE SUMMARY Recommendation to authorize budget amendments in the Solid Waste Capital Fund (474), Water Capital Fund (412), Sewer Capital Fund (414) and General Fund (001) to recognize revenue received related to Hurricane Irma and to use those revenues to repay loans and fund deferred capital projects. OBJECTIVE: To utilize revenues received by Solid Waste Capital Fund (474) and pay back loans to the General Fund and Collier County Water-Sewer District (CCWSD) and enable the CCWSD to re- appropriate deferred capital projects. CONSIDERATIONS: To help fund the Hurricane Irma debris removal expense in FY18, the Solid Waste Capital Fund (474) borrowed from the Water Capital Fund (412), the Sewer Capital Fund (414). Borrowing was also contemplated and budgeted from the General Fund (001), but was not utilized. The Solid Waste Capital Fund (474) received reimbursements in April 2019 from the Federal Emergency Management Agency (FEMA) and State of Florida (State) and will use the funds to pay down the loans. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues, and requires majority vote for approval. -JAK RECOMMENDATION: That the Board of County Commissioners authorizes the budget amendments to recognize actual revenue received and to use those revenues to repay loans to fund needed, deferred capital projects.
