Agenda 05/14/2019 Item #16B 3 (CRA Extension of Completion Date for Davis Community Dental Health, LLC)05/14/2019 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners, acting as the Community Redevelopment Agency Board, approve a one-year extension of the project completion date in the Commercial Building Improvement Grant Agreement between the Bayshore Gateway Triangle CRA and Davis Community Dental Health, LLC due to permitting delays. _____________________________________________________________________________________ OBJECTIVE: To receive approval for a one-year extension for the Commercial Building Improvement Grant Agreement between the Bayshore Gateway Triangle Community Redevelopment Agency (BGTCRA) and Davis Community Dental Health, LLC due to permitting delays. CONSIDERATIONS: Davis Community Dental Health, LLC executed a Commercial Building Improvement Grant agreement with the BGTCRA on June 12, 2018. The Grant Program requires grantees to complete work within one year of approval and the Program also permits time extensions in cases where projects cannot be completed within the grant year. To qualify for a time extension, grantees must demonstrate good faith to complete the project by applying for permits and commence construction in a timely manner. During the permitting process for the June 12, 2018 approved grant agreement (Ex hibit A) for exterior improvements ($30,000) and interior improvements ($20,000), the applicant discovered additional modifications to the building plans were needed due to Code requirements. The applicant has completed the permit application and it was submitted on July 12, 2018 and a building permit was approved on November 15, 2018. The applicant is requesting an extension be granted to allow additional time for all the inspections to be completed, one additional year is requested to ensure completion of the project. The Commercial Building Improvement Grant Program allows time extensions of the project completion date if the applications for permits were submitted to Collier County within four months after execution of the grant agreement and construction of the improvements commenced within six months after execution of the grant agreement. The permits and construction were within the time frame outlined. The BGTCRA Local Advisory Board reviewed the extension request and recommended extending the Agreement from June 12, 2019 to June 12, 2020. LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board action. - JAB FISCAL IMPACT: Funding is provided in the Bayshore CRA Fund (187). To match the extended completion schedule, funding in the amount of $50,000 available in the current budget will need to be re - established in the FY20 budget. GROWTH MANAGEMENT IMPACT: This item complies with the Collier County Growth Management Plan. RECOMMENDATION: That the Board of County Commissioners, acting as the Community Redevelopment Agency Board, approve a one-year extension of the project completion date in the Commercial Building Improvement Grant Agreement between the BGTCRA and Davis Community Dental Health, LLC due to permitting delays.
