Higgins, Inc. for maintenance work on the Gordon River (P/N 60102) water control structure in the amount of $415,000, authorize the issuance of a numbered work order/purchase order and authorize all required budget amendments. OBJECTIVE: To complete maintenance work on the Gordon River water control structure. CONSIDERATIONS: The Gordon River water control structure is located on the south side of Golden Gate Parkway approximately one-half mile east of the intersection of Golden Gate Parkway and Goodlette Road, just west of the Bears Paw development. The structure consists of two AMIL gates which control the discharge of surface water from the upper Gordon River into the tidally influenced receiving water of the Lower Gordon River. The gates operate using principles of balance and buoyancy. They operate as free-floating weirs, opening and closing as a result of the upstream water level. The gates are underflow gates, made of steel and are showing varying degrees of corrosion, principally on the bottom surface of the gate leaf. The gates no longer can seal shut on the bottom. This condition causes leaking in both directions, reverse flow in high tide conditions and normal flow with continuous downstream discharge during mid and low tides. Due to the strategic importance of the structure for flood control and resource protection serving the adjacent urbanized area, the County desires that the repair/refurbishing work be completed as soon as possible. The County posted Request for Quotation No. 14-6213-129, “Gordon River Water Control Structure Repair,” on March 20, 2019, and distributed it to all vendors on the Fixed -Term Underground Utilities Contract 14-6213 via the county’s electronic bid process. Of the six vendors notified, four submitted quotations by the deadline. All four vendors were considered responsive and responsible. The quotations received April 5, 2019, are summarized in the table below: VENDOR QUOTE QUOTE ALT Douglas N. No quotes were received from Kyle Construction, Inc. or Southwest Utility Systems, Inc. FISCAL IMPACT: Funding is available in the Stormwater Capital Fund (325). Budget amendments are required to reallocate $238,860 from Fund (325) Reserves and $75,544 from Eagle Creek Weir No. 1 (P/N 60124) to provide adequate funding for this work under Gordon River (P/N. 60102). GROWTH MANAGEMENT IMPACT: The Gordon River water control structure repair is consistent with the applicable sections of the Stormwater Management and Conservation and Coastal Management elements of the Collier County Growth Management Plan. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: To award Request for Quotes No. 14-6213 -129 to Douglas N. The Engineer of Record is myself, Gerald Kurtz, P.E., Principal Project Manager. This work is the repair of two existing steel surface water control structure gates. Per the solicitation document, the work scope includes two sequential structure evaluations with provisions to complete work under two possible repair scenarios. The structures currently in need of repair are principally submerged in the waterway. The extent of the repair necessary will be determined based on the evaluations. No engineering plans are necessary as this work will be metal gate repair work clearly quantified upon full exposure of all gate components. A significant amount of cost of the repair work is for exposing the submerged gates and controlling the flow and level of water at the structure site during the evaluation and repair period. This involves equipment mobilization costs, maintenance of traffic, set up and take down, ongoing operational costs and site restoration. The total cost is dependent on how quickly the repair work can be completed and the water flow conditions during the repair period. Operational costs are based on a weekly time and material unit cost based on an eight (8) week period. Of the four (4) quotes received, the lowest two (2) total quotes were extremely close indicating both vendors understood the scope of work. All line items of the quotes have been reviewed and compared to each other and to other historic costs for similar work of this nature. The lowest quote of $415,000 is reasonable and appropriate for this work. I recommend award of Request for Quotes No. 14-6213 -129 to Douglas N.
