EXECUTIVE SUMMARY
Recommendation to approve and execute a State Funded Grant Agreement with the Florida
Department of Transportation in which Collier County would be reimbursed up to $175,000 for the
design of the bike and sidewalk improvements on Lake Trafford Road from Little League Road to
Laurel Street, and to authorize the necessary budget amendment (Project 33621), FPN 443375 -1-
34-01 and FPN 443375-2-34-01.
OBJECTIVE: To design bicycle and pedestrian features on Lake Trafford Road from Little League
Road to Laurel Street, with funding assistance from a Florida Department of Transportation (FDOT) State
Funded Agreement.
CONSIDERATIONS: On June 8, 2018, the Collier County Metropolitan Planning Organization (MPO)
Board, approved the 2017 pathway priorities that were advanced by the Bicycle and Pedestrian Advisory
Committee (BPAC). In the prioritization of pedestrian improvements, the BPAC identified the need for
bicycle lanes on each side of Lake Trafford Road and a six (6) foot sidewalk on the south side of the
roadway from Carson Road to Krystal Lane and from N 18th Street to Laurel Street.
FDOT is empowered by legislative authority to contract with other governmental (local) agencies to
develop, design, acquire right-of-way, and construct transportation facilities and to reimburse these
governmental agencies for services provided to the traveling public. The FDOT Local Agency Program
(LAP), administered at the FDOT district level, is the mechanism used to complete a prioritized project
from FDOT’s Five - Year Work Program.
In 2018, the sidewalk improvements were added to the FDOT Five Year Work Program and funding was
identified in state fiscal year 2019. FDOT desires to enter into a State Funded Grant (aka LAP)
Agreement with Collier County to reimburse the County up to the sum of $175,000 for the design
services. Final plans and specifications for this project will be signed and sealed by a Florida licensed
Professional Engineer and approved by FDOT.
Collier County is LAP certified and the Growth Management Department staff will be responsible for the
administration of the project’s design and construction phase. Engineering & design services for LAP
projects will be presented as a separate item, relating to the future continuing services agreement. In-
house staff will be responsible for FDOT grant compliance.
FISCAL IMPACT: A budget amendment is required to recognize grant revenue in the amount of
$175,000 in Transportation Grant Fund 711, Project (33621); the funding source is FDOT, via the Local
Transportation Project (LTP) agreement FPN 443375-1-34-01 and FPN 443375-2-34-01. There is no
required match.
The estimated useful life of asphalt and sidewalks is 20 and 30 years respectively, with minimal to no
repair cost during that duration of time.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a
majority vote for Board approval. -SAS
RECOMMENDATION: To approve a State Funded Grant Agreement with FDOT in which Collier
