05/14/2019 EXECUTIVE SUMMARY Recommendation to award a Work Order to Bonness, Inc., for construction of the “Airport Road and Davis Boulevard (Phase1) - Southbound Right Turn Lane” project in the amount of $749,821.61 (Project 60148). OBJECTIVE: To approve a Work Order for the south bound right turn lane improvement along Airport Road at Davis Blvd. CONSIDERATION: On March 12, 2019, Transportation Engineering staff sent construction plans and a bid schedule to four (4) construction companies who are under contract with the County on “Agreement No. 16-6663 for Roadway Contractors.” Staff requested quotations from those contractors for construction services for the “Airport Road and Davis Boulevard (Phase1) - Southbound Right Turn Lane" project. On March 29, 2018, the County received four (4) bids, as follows: Contractor Bid 1 Bonness, Inc. $749,821.61 2 Ajax Paving Industries of Florida, LLC $763,922.85 3 Preferred Materials, Inc. $779,233.08 4 Wright Construction Group, Inc. $1,031,260.79 Staff determined the lowest bid was fair and reasonable and recommend awarding the work order to Bonness, Inc. The Procurement Services Division concluded that bidding was competitive. The bid was 4.0% higher than the engineer’s estimate of $720,394.02. The work order and bid analysis are attached. FISCAL IMPACT: The anticipated cost for this intersection improvement project is $749,821.61. Funding is available within project 60148. Source of funds are Road Impact Fees and or Gas Tax. The estimated useful life of the roadway improvements is 20 years with minimal to no repair cost during that duration of time. GROWTH MANAGEMENT IMPACT: This project is consistent with the Transportation Element of the Growth Management Plan. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: To award a Work Order for “Airport Road and Davis Boulevard (Phase1) - Southbound Right Turn Lane” project to Bonness, Inc., in the amount of $749,821.61, and a uthorize the Chairman to execute the attached Work Order.
