Page 1 ()1 .- EXECUTIVE SUMMARY Recommendation to award RFP #09-5154 to RWA, Inc. for the purpose of updating the Bayshore Gateway Triangle CRA Redevelopment Plan and mixed use overla)'s (Fiscal Impact $263,500) OBJECTIVE: To award RFP #09-5154 to RWA, Inc. for the purpose of updating the Bayshore Gateway Triangle CRA Redevelopment Plan and mixed use ovcrlays for the Gateway Triangle area (GTMUD) and Bayshore area (BMUD). BACKGROIJND: The Bayshore Gateway Triangle CRA was created to remove slum and blight from within thc CRA boundaries. As contemplated by Part III Chapter ] 63 Florida Statutes, a Community Redevelopment Plan was prepared to addresses the redevelopment needs in the Community Redevelopment Area. The Redevelopment Plan was adopted by the Board of County Commissioners (BCC) nn June 13, 2000. Tn 2005, the BCC adopted specific Land Development Code (LDC)/zoning overlay provisions for the Bayshore and Gateway Triangle areas of the CRA, the BMUD and GTMUD overlays respectively. .- CONSIDERA TlONS: The Redevelopment Plan of 2000 was developed using 1998 and 1999 economic data. Today's economic environment is signifi(oantly different and the Plan does not fully reflect the redevelopment needs of the community. Therefore, RFP #09-5154 was posted on November 19, 2008. One hundred eighty-eight notices were sent and eleven proposals were received by the due date of January 8, 2009. The selection committee chose RW A Inc., by consensus as the preferred consultant to perform the Plan and overlays update. FISCAL IMPACT: This professional consulting contract totals $263,500 Thcre arc sufficient funds budgeted in the FY 2009 Bayshore Gateway Triangle Fund (187) to cover the cost of this contract. Because this contract will span multiple fiscal years, CRA approval of this contract will allow for the roll of budgeted contract funds into fiscal years 2010 and 2011. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney and is legally sufficient for Board action. This is a regular item rcquiring simple majority vote. -JAK GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this action.
