EXECUTIVE SUMMARY
Recommendation to approve the purchase and installation of two clarifier mechanisms from
Mitchell and Stark Company, Inc. in the amount of $419,355,00 for the North County Water
Reclamation Facility (NCWRF) Technical Support Project, Number 73968.
OBJECTIVE: The public purpose of this rehabilitation project is to increase reliability of the
clarification sub-process at the North County Wastewater Reclamation Facility (NCWRF), to meet
operational and reliability needs, to mcet the demand fur irrigation quality water, and to stay in
compliance with regulatory requirements,
CONSIDERATION: This project rehabilitates clarifiers No, 2 and No,3 by replacing their
mechanisms with a more robust, reliable design, Rehabilitating these two clarifiers will result in the
ability to clarify wastewater more reliably, supplementing clarifiers Nos, 6 through 9, Furthcrmore,
the overall plant reliability will be upgraded.
Request for Quotation No, 08-5011 TC, "NCWRF Clarifiers 2 and 3" was posted on February 13,
2009, and distributed to all vendors of the Fixed-Tenn Underground Utilities Contract 08-5011 via the
County's electronic bid process, Of the six vendors notified, threc submitted quotations by the March
10,2009 deadline, The quotations received are summarized in the table below,

Staff detenllined the low quote to be fair and reasonable and reconunends awarding the project to
Mitchell & Stark Company, Inc" the lowest respunsive and qualified vendor. Mitchcll & Stark
Company, Inc. has a satisfactory pcrtimnance and warranty record on previous wastewater utility-
related projects,
On June 24, 2008, Agenda Item 1 O(G), the Board adopted the 2008 Wastewater Master Plan Update
that identified the requirement fill' performing various Technical Support Projects at the NCWRF,
Replacing the mechanisms on clarifiers 2 and 3 was identi tied as one of the sub-projccts to be funded
by a portion of the total amount of S I ,500,000 allocated for FY09, The proposed scope of work is
consistent with the 2008 Wastewater Master Plan Update, Project 73968, "NCWRF Technical Support
Projects", Section 8, Table 8-2, page 3 of 5, line 100,
FISCAL IMPACT: Funding is available in and is consistent with the FY09 Capital Budget
approved by the Board on September 18, 200g, The source Dffunding is the Wastewater User Fee
Fund (414),
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County Attorney's
_ Office, is not quasi-judicial and requires no ex parte disc1n~:urc, l"cquires only a Inajority vote for
