EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners give after-the-fact approval for the
attached Water Savings Incentive Program grant application that was submitted to the South
Florida Water Management District (SFWMD) Agency for a Water Source Conversion Project
from Potable to Irrigation Quality Water in the amount of $158,733.75.
OBJECTIVE: To convert the irrigation water-source from potable water to irrigation quality
water on Livingston Road North Phase V Irrigation Conversion Project (Carlton Lakes to Lee
County Line).
CONSIDERATIONS: As part of the Landscape Beautification Master Plan, the Alternative
Transportation Department has converted existing potable landscape segments to irrigation
quality water through our maintenance pro!,'Tam (Fund III), The Livingston Road North
Phase V Irrigation Conversion Project (Carlton Lakes to Lee County Line) was scheduled to
be installed during fiscal year 2008 but due to budget cuts, this project was put on hold, By
converting from potable to reuse the County will save more than 3 million gallons of potable
water per year, which is beneficial economically and environmentally.
The deadline for this grant application is April 23, 2009, While the department was busy
developing several grant applications for another program, the decision to apply for this grant
was made too late to prepare the application forms in time for Board of County
Commissioners approval on April 14,2009, The Collier County CMA #5330 authorizes the
County Manager to approve the submittal of grant applications with subsequent Board of
County Commissioners action at the next available Board meeting to ratifY the approval as
"after-the-fact." This application is expected to be reviewed and evaluated by SFWMD on
May 28, 2009 to recommend the successful applicants/projects for funding,
If successful, the funding award will be expected in July 2009, and the agreement
documentation will be received and the funds will be made available if funding is awarded,
On August 13, 2009, the !,'Tant award and grant agreement will come back to the BCC for
approval. The finalized approval letter will be received from funding source, which is South
Florida Water Management District (SFWMD), The request for proposals, bidding and award
of the project will begin around January 2010. The project will be completed by August 31,
2010, and the project performance tracking report is due to SFWMD by September 30, 2011.
FISCAL IMPACT: The maximum grant request pennitted is $75,000,00, The total project
cost is expected to be $158,733,75, The Alternative Transportation Modes department will be
requesting $75,000,00 in grant funds and $83,733,75 is required as the local match. The local
match would be budgeted in Fund 112-163652-60099,] (FY 2010 budget process).
GROWTH MANAGEMENT IMPACT: There is no growth management impact
associated with this Executive Summary,
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a
majority vote for approval, and is otherwise legally sufficient for Board action,-SRT

Dear Chairperson and Board Members:
Collier County respectfully submits the enclosed proposal for funding the conversion of irrigation water source from
potable to irrigation quality water for one of our landscaped segments, Livingston Road North Phase V from Carlton Lakes
to the Lee County Line. The conversion saves approximately 3 million gallons of potable water per year and utilizes
irrigation quality reuse water in its place.
The irrigation conversion project will enable the South Florida Water Management District to further its mission of
enhancing the potable water supply and contributing toward long-term reliability of the drinking water supply,
The Need for the Proiect: Collier County is located within the South Florida Water Management District's (SFWMD)
Water Resource Caution Area. This means that the area has experienced, and is anticipated to have. water supply problems
in upcoming years. This project will help alleviate some of the water suppl)} problems by converting the irrigation water
source from potahle to Irrigation Quality (IQ) water for use in landscaped segments of Livingston Road,
Target Audience: The project will provide benefit to the citizens of Collier County through the utiliz.ation of recycled water
and the conservation of potable resources, The savings to Collier County and SFWMD Agency is approximately 3 MGY of
potable water.
Primary Strategies for Imnlementation: "The scope of work for this project includes one major task. listed below:
Task I: Construction: Conversion installation of irrigation quality water Booster Pump tapped to one of irrigation quality
(IQ) water main lines located on Immokalee Road,
A more detailed description of these tasks is included in the attached "Irrigation Conversion Plans and Bid Description of
Project".
Proposed Proiect Management Plan: Ms. Pamela Luiich ASLA. Landscape Operations Manager, Ahemative Transportation
Modes at (239) 252-6291 will serve as Progmm Manager for this project and Mr, Roger Dick. at (239) 252-5742 will serve
as Irrigation Project Manager.
Following execution of the agreement hetween the SFWMD and Collier County, a kick-off meeting will be held in which
the County will update the District on the project's status and establish a schedule of project payments to be submitted to
the District.
As an authorized representative of Collier County. I declare that the Alternative Water Supply Funding Application was
prepared without collusion with any other person or entity submitting a response pursuant to this solicitation. Collier
