Re: Public Petition Request to Discuss Permitting Requirements For As-Builts of
Underground Facilities
Dear Ms. Griffin:
Please be advised that you are scheduled to appear before the Collier County Board of
Commissioners at the meeting of April 28, 2009 regarding the above referenced subject.

Your petition to the Board of County Commissioners will be limited to ten minutes.
Please be advised that the Board will take no action on your petition at this meeting.
However, your petition may be placed on a future agenda for consideration at the
Board's discretion. If the subject matter is currently under litigation or is an on-going
Code Enforcement case, the Board will hear the item but will not discuss the item after it
has been presented. Therefore, your petition to the Board should be to advise them of
your concern and the need for action by the Board at a future meeting.
The meeting will begin at 9:00 a.m. in the Board's Chambers on the Third Floor of the W.
Harmon Turner Building (Building OF") of the government complex. Please arrange to be
present at this meeting and to respond to inquiries by Board members.

We underatand thet the County is considering a new requirement for asbullts of underground
facllltles In the County as part of pennlttlng requirements. I wish to speak AGAINST the
County's adoption of the proposed asbullt policies, as written, which is scheduled to be
considered by the Board on April 28 th,
Based. on our meeting with county staff, It is our understanding that the precision requirements
are so that the flies can be esslly Inserted directly Into the Counties GIS Sy&tem. This would be
a wonderful thing If It wasn't so costly to produce. It has besn detennlned thet the precision
requirements wID _ult In llOlItlI approximated at $20001f0r Installations of less than 1000 l.t. and
an annUlllllStlmatad cost of 200k to Embarq and Its customers.
. The required eOCll'8c1es are exces&lve for installations of priv!ltely owned minor Embarq
faclltlles that are In 80Ine cases ~. fiber optic cablll. The cost to adhere 10 these standards will
cause an unfair flnancl81 1;>urden 10 Embarq Corporallon and other utDlty companies Bnd
ultimately to the public.

less restrictive policy can be developed that will not so adversely affect the public:.
