EXECUTIVE SUMMARY
RECOMMEND THAT THE BOARD OF COUNTY COMMISSIONERS APPROVE THE USE OF
CONFISCATED TRUST FUNDS FOR DRUG ABUSE EDUCATION AND PREVENTION.

OBJECTIVE: To seek a $20,000 appropriation from the Confiscated Trust
Fund for drug abuse education and prevention.

CONSIDERATION:
The Substance Abuse Coalition of Collier County (SACCC) by virtue of
Section 932.7055 (5) (ell Florida Statutes is seeking Board authorization
for the appropriation of funds for drug abuse education and prevention
purposes. The SACCC has applied to the Sheriff for appropriation. The
Sheriff's Office requests Board approval to appropriate $20,000 to
support the SACCC program in Collier County. The mission of the SACCC is
to strengthen our community's resolve to decrease juvenile substance
abuse in Collier County through increased education, promotion of
services and support in our community. The purposes of SACCC are:
a. To increase community understanding of the social issues resulting
from juvenile substance abuse.
b. To advance juvenile substance abuse prevention and education.
c. To work with the not for profit community, government agencies at
all levels, private enterprises, and concerned individuals to seek
solutions to the problem of juvenile substance abuse and its effects
on the community.
d. To operate, collaborate and coordinate education programs with other
community based groups, government agencies and service providers
cornmi tted to addressing the juvenile substance abuse problem in
Collier County: and
e. To explore and identify funding sources, programs and grants which
address the needs of those juveniles in the community exposed to or
experiencing subsLance abuse p~oblems.
The SACCC, through the Sheriff's Office, requests $20,000 from the
Confiscated Trust Fund to be used to support their education and
prevention purposes to benefit Collier County's youth and families.
FISCAL IMPACT: A budget amendment is needed to appropriate a $20,000
remittance to SACCC and to reduce Confiscated Trust funds by $20,000.
GROWTH MANAGEMENT:
No recurring costs for subsequent years.

A Message from Your Executive Director
There is so much to be said about Drug Free Collier's accomplishments. The best
place to stilrt Is with the outstanding progress we have made as a coalition, In
the past 3 years, Drug Free Collier has established a foundation for real change In
Collier County, Coalitions all over the country strive to change their environment
and Drug Free Collier is second to nOlle when it comes to developing strategies
against juvenile substance abuse, Drug Free Collier IS proud to have gone from
working behind the scenes to being at the forefront In Collier County's prevention
efforts.
Partnerships that Make a Difference
The development of our first DVD IS truly a testimony of a solid community
partnership. Thanks to Joe Landon, the Director of Communications for tile Collier
County School Distnct and his team, WordPlay, Inc. and our generous volunteers
who donated their time, skill, expertise and resources, Drug Free Collier produced
its first DVD. Our DVD, worth over $18,000.00, CDst Drug Free Collier nothing, but
It is a priceless contribution for school open house events and wherever parents
and faculty meet to diSCUSS the crucial issue of juvenile substance abuse.
Parents of over 40,000 students received a "wakeup call" and the message is very
clear-without parental and community involvement, children are more at risk for
substance abuse.

Changing the Environment
Drug Free Collier's Operation Medicine Cabinet is the envy of coalitions around the
country, I receive weekly emails and phDne calls from coalition directors asking
how to establish a pharmaceutical take-back program, The program has been
successful thanks to the dedication and the resources prOVided by Vema Little and
Commander Beth Jones. Operation MediCine Cabinet IS a first class example of an
environmental strategy to prevent juvenile prescnption drug abuse. There IS no
better way to prevent our youth from abusing preScription and over-the-counter
drugs than by removing these drugs from their homes. Veora Little and
Commander Jones stop at nothing I They have managed to get the attention of
the United States Drug EnfDrcement Agency (DEA), who endorsed Operation
Medicine Cabinet's protocol for collecting medications of all types. In addition,
Veora and Beth have been relentless In establishing partnerships for Operation
r~ediClne Cabinet. OIS Pharmacies donated $500.00 to Drug Free Collier and
numeroUS other organizations such as Target, Walgreens, Sunshine Pharmacy
and CosteD collaborate with volunteers during our take-back events. Operation
MediCine Cabinet's future efforts will include solidifYing these partnerShips to make
medicdtion take-back prugrams routine dt these and other establishments.

It's AU in the Numbers
Everything that we do in research and community outreach rests on statistics. Good work deserves to be acknowledged
and reported to funding agents, legislators and community organizations. It is Vital that coalitions collect, interpret,
evaiuate and report data. Drug Free Collier has made great progress In our efforts to gather accurate data. Thanks to
Dr. Dee Whinnery, Executive Director of Student Services, Deb Odgen, Student Services Coordinator and Collier County's
school prinCipals, Drug Free Collier collected over 2500 student substance abuse surveys that will be used as a baseline
for our research and will serve as the basis for a school-wide youth campaign. Our collaboration with the School District,
the collection of SOCIal norming data from students and the development of a campaIgn that is based on the results of
those surveys is "cutting edge" prevention. Sodal nanning campaigns have been conducted at universities for several
years, but it is a new prevention tool for middle and high school students,
Looking to the Future
Red Ribbon Week and Reality Journey are mainstays for Drug Free Collier. We will continue to collaborate in these events
while driving forward the strategies that resulted from the StrategiC Planning I~eeting on November 5, 2008. TIle thirty
attendees of that meeting determined three crucial focus areas: youth access to alcohol and other drugs; parental
awareness; and youth leadership in prevention. In the coming months{ Drug Free Collier will be seeking volunteers to
collaborate in compliance activities, partiCIpate in the "Be the Wall" parental awareness campaign and work With Drug
Free Collier's teen group that is now evolVing.
This is Your Coalition: Volunteer and Donate
The future of Drug Free Collier depends on you. Drug Free Collier has come a long way in the past three years. Thanks
to our President, the Honorable Judge Lauren Brodie, our Executive Board Members, Drug Free Collier's partners such as
the Sheriff's Office, the School District, the Medical E,amlner, the Department of Health, mental health agenCles, pnvate
industries, our volunteers and members, Drug Free CoHier enjoys an outstanding reputation at a local and national leveL
We cannot, however, rest on our laurels and as Robert Frost once said, "We have miles to go before we sleep."
We need champions to prevent juvenile substance abuse in our community! For the sake of our youth,
please continue to volunteer, recruit your friends and family to volunteer and assist us to raise funds. By
increasing volunteers and funds, your coalition stands a chance to stamp out juvenile substance abuse on
a large scale. Our current volunteer roster and funding have permitted us to skim the surface. We have the
potential to touch the lives of every student in Collier County.
Drug Free Collier has planned several efforts to raise funds. We hope you will mark your calendar for April 2, 2009 from
11:30 a.m. to 1 :30 p.m., since you don't want to miss our nationally renowned guest speaker William Cope Moyers,
Mr. Moyers IS the Executive Director of Hazelden's Center for Public Advocacy and author of Broken: My Story of
Addiction and Redemption. Please JOin us at the Naples Hilton for Drug Free Collier's first partnership event.
Drug Free Collier Will continue its miSSion to educate students, parents and teachers on the psychological and
physiological effects of alcohol and other drugs. We will promote awareness of drug addiction and teach children and
adults how to recognize the early warning signs of substance abuse and how to intervene appropnately. Our efforts for
the next 12 months will focus on encouraging youth involvement wlt.h Drug Free Colller and to empower young people
to make healthy and responsible choices regarding alcohol and other drugs. It IS only through your dedication and
generosity, however, that the dream of preventing juvenile substance abuse among our 40,000 students can be realized.

Drug Free Collier will collaborate with Integral respresentatives
of both law enforcement and the business community to develop
practical methods to reduce access of alcohol and other drugs by
using education and enforcement. A committee is currently being
developed to address these effort...s and is open to individuals from
all areas of Coliler County and from all sectors of the community,
Committee meetings will occur at least monthly.

Drug Free Collier is working on initiatives to Increase parental awareness
by developing and promoting efforts that urge adults to take an active
role In preventing youth substance abuse. The Parental Attitude
Committee has openings for interested parents and community

GUIDING GOOD CHOICES is a free Interactive training workshop
for parents of children in 4th through 8th grades that will focus on
Improving family management, while teaching strategies to help kids
avoid drug use and develop Into healthy adults. We need oarents

Drug Free Collier will be launching the statewide BE THE WALL campaign in March 2009.
With a simply stated message, the campaign is
intended to encourage and support parents,

Drug Free Collier and the Collier County School Dlstnlt partnered in surveying 2,500 students in 2008.
When surveyed, most teens reveal that they do not use drugs or alcohol, but they believe that most of
their peers do.
To address thiS misperception, 3D (Don't Do Drugs), Drug Free Collier's teen group, will be at the
forefront of designing and distributing the campaign to tell the community that "most kids are Just like
them - they don't do drugs."

After haVing lived in Europe for 18 years of her adult life, r~ana Victoria Delgado, returned to the United States to
complete the second phase of her education. She holds a Master's Degree in School Psychology and a Ph.D in
Education. The blend of such diSCiplines placed Maria Victoria in the unique position to understand the psycho-social
human condition, as well as identify the means to meet the needs of the community and to implement community
programs.
In t 992, Mana Victona returned to the United States and it IS then that she started her career In the not-far-profit
world. She attributes her long-term success In grant awards, One Stop Management and Vice President of Operations
to her ability to reach out to the less fortunate in direct services and to her education.
Maria Victoria's mission is shaped by the inheritance of the vision, courage and audacity of the great men and women
in history who challenged the status quo and improved the human condition. She embraces innovative and creative
ways of empowering people of all backgrounds to enJoy life, which IS the nght of every human being. She challenges
those structures and events that diminish human dignity, Her words and actions are directed to promoting the value

Ken Joined the Drug Free Collier staff In June of
2008. He has a BachelDrs Degree in Management
from the University of South Florida and has lived in
the Naples community since 1990.
Maribel joined the staff in December 2008, but
certainly is not new to Drug Free Collier. Previously
working at the Dlstnct Twenty Medical Examiner's
Office With one of your Board Members Dr. Marta
Coburn, Maribel has been Involved with the Coalition
since its inception.
HIS pnmary duties involve activities related to our
contract with SARG (Substance Abuse Resource
Guide). A current project Includes Implementing
GUiding Good Choices, an education and substance
abuse prevention program for the parents of children
ages 9 to 14 to reduce their child's risk of alcohol
and other substance abuse
In 2005, Manbel graduated from the UniverSity of
Miami with a Bachelors Degree in Communications,
including a minor in Marketing. She is now putting
her skills to good use, as one of her responsibilities is
coordinating Drug Free Collier's media and marketing
efforts. Maribel is also spearheading our new youth
group, 3D (Don't Do Drugs), which is starting to
work on some eXCiting projects.
Ken is also coordinating the Access Committee that
is developing initiatives to reduce the availability
of alcohol to minors and create a standardized
educational program for vendors in responsible
alcohol sales.
Maribel is originally from Caracas, Venezuela, but
has lived in Naples for 23 years.
