EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners adopt a resolution supporting
the creation of a specialty license plate that would recognize the contributions of West
Point graduates and enlighten others with an awareness of the educational and career
opportunities that West Point offers.
OBJECTIVES: To support the efforts of the West Point Society of Florida in obtaining a
legislative waiver or exemption from the stringent requirements of the Florida Statues in creating a
specialty license plate to honor West Point and its graduates.
CONSIDERATIONS: Mr. Gregory Boron, a West Point graduate and member of the West Point
Society of Florida, appeared before the County Commission on March 10, 2009 requesting support
of his three-year effort to create a specialty license plate honoring West Point, a United States
Military Academy, which has for over 200 years produced high quality leaders who serve the Army
and the public.
Florida Statute 320.08053 sets forth the requirements for establishing a specialty plate and includes
in part,
(I )(b) The results of a scientific sample survey of Florida motor vehicle m-vners that
indicates at least 30,000 motor vehicle owners intend to purchase the proposed specialty
license plate at the increased cost.
(l)(c) An application fee, not to exceed $60,000, to defray the cost for reviewing the
application and developing the specialty license plate.
There is currently no exemption from these requirements. Even state and independent universities
domiciled in this state must comply (FS 320-08058(3) (a).
In his petition, Mr. Boron requested the Board of County Commissioners' support of his request to
obtain a legislative exemption allowing the creation of such a license plate without meeting the
above criteria. The Board directed staff to prepare a resolution supporting this endeavor.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a majority
vote for approval, and is otherwise legally sufficient for Board action.~SRT
FISCAL IMPACT: There is no fiscal impact related to the passage of this resolution.
GROWTH MANAGEMENT IMP ACT: There is no gro\\1h management impact associated with
this Executive Summary.
RECOMMENDATION: That the Board of Commissioners approves the attached resolution and
authorizes the Chairman to write letters of support to other counties with active West Point
Societies.

RESOLUTION NO. 2009-
A RESOLUTION SUPPORTING THE CREATION OF A SPECIALTY LICENSE
PLATE THAT WOULD RECOGNIZE THE CONTRIBUTIONS OF WEST POINT
GRADUATES AND ENLIGHTEN OTHERS WITH AN AWARENESS OF mE
EDUCATIONAL AND CAREER OPPORTIJNlTES THAT WEST POINT OFFERS.
WHEREAS, West Point is a national military academy serving residents of Florida and
the nation; and
WHEREAS, for over two hundred years the United States Military Academy at West
Point has produced leaders of quality necessary for the administration of the Army and
throughout the public sector; and
WHEREAS, West Point graduates go on to serve their country proudly for at least five
years with an overwhelming majority choosing to make the military their career as did General
David Petraeus (a Florida resident), Commander of United States Central Command
(CENTCOM) Tampa; and
WHEREAS, over 2,500 West Point graduates currently reside in the State of Florida and
almost 200 active cadets are residents of the State of Florida; and
WHEREAS, since the terror attacks on September 11, 2001, over 70 West Point
graduates gave their lives for their country in the ensuing War Against Terror; and
WHEREAS, the creation of a specialty license plate would recognize the contributions
of West Point graduates and enlighten others with an awareness of the educational and career
opportunities that West Point offers; and
WHEREAS, eleven other states including Califomia, lllinois, Maryland, Mississippi,
New Jersey, New York, Pennsylvania, South Carolina, South Dakota, Texas and Virginia have
active Division of Motor Vehicle programs honoring West Point through specialty vehicular
license plates,
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that
The Collier County Board of County Commissioners supports the efforts of the West
Point Societies of Florida in obtaining a legislative waiver or exemption from the stringent
requirements of Florida Statute 320.08053, which calis for a scientific study demonstrating that
at least 30,000 people would purchase West Point license plates at subsection (l)(b), a $60,000
application fee at subsection (l)( c), and a marketing strategy and financial analysis at subsection
(l)(d), to allow for the creation of a specialty license plate honoring the West Point National
Academy.
