EXECUTIVE SUMMARY
Recommendation that the Board of Collier County Commisioners approve award of Bid
#09-5173, "Landcare Services for Road and Bridge" to Caribbean Lawn & Garden of SW
Naples FL, Ine. and Eden Landscaping, IDe. for an estimated annnal expenditure of
S3OO,OOO.
OBJECTIVE: To award an annual contract for rural non-curb and gutter large machine mowing,
intermediate machine mowing, small machine mowing and litter removal.
CONSIDERATIONS: The Collier County Purchasing Department posted Bid #09-5173,
"Landcare Services for Road and Bridge" on January 23, 2009. Invitations to bid were sent to 307
vendors and nine (9) responses were received by the bid opening date of February 13, 2009.
Vendors will be selected according to base bid quotes. Alternate 1 & 2 will not be utilized.
Elan Lawn and Landscape Services, Inc, submitted the lowest base bid, but was disqualified for
lack of a Collier County Contractor's license. Eden Landscaping tied for secondary vendor with
M&B Lawn Maintenance Services and was chosen based on "Drug Free in the Workplace"
criteria
Due to the current economic situation, Collier County Road Maintenance has determined it would
be advantageous to contract all the rural, right-of-way mowing presently performed by county
employees. This action would allow Road Maintenance, already dealing with an employee
shortage, to divert manpower to essential activities throughout the rest of the county, allowing for
a more productive and cost efficient operation.
FISCAL IMPACT: Funds in the amount of $300,000 are bndgeted within the MSTD General
Fund III Road Maintenance budget.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a
majority vote for approval, and is otherwise legally sufficient for Board action.---SRT
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners award Bid #09-5173,
"Landcare Services for Road and Bridge" to Caribbean Lawn & Garden of SW Naples FL, Inc. as
Primary and Eden Landscaping, Inc. as Secondary.
