Appointment of member(s) to the Contractors' Licensing Board
OBJECTIVE: To appoint 2 members to fulfill the remainder of vacant terms, expiring on June
30, 2010 (Consumer) and June 30, 2011 (Rooting Contractor), to the Contractors' Licensing
Board.
CONSIDERATIONS: The Contractors Licensing Board has 2 vacancies due to resignations
with the terms expiring on June 30, 2010 and June 30, 2011 in the category of Consumer and
Roofing Contractor. This 9 member board determines the qualifications of applicants for the
various categories of the Contractors' Certificates of Competency. They also hold hearings to
determine if the holder of a certificate of competency of any contractor, master or journeyman
should be disciplined. A minimum 3 members shaU be in the category of "Consumer". The
consumer representatives may be any resident of the local jurisdiction that is not, and has never
been, a member or practitioner of any profession regulated by the Contractors' Licensing Board
or any profession closely related to any such profession regulated by the Contractors' Licensing
Board. Members are required to file a Form 1 Statement of Financial Interests each year with the
Supervisor of Elections. Terms are 3 years. A list of the current membership is included in the
backup.
Glenn Herriman (Consumer) resigned on February 18, 2009 and Les Dickson (Roofing
Contractor) resigned on February 10, 2009. A press release was issued and resumes were

This 9 member board was created by Ord. No. 78-2, 85-42, 90-105, 92-61 to determine the
qualifications of applicants for the various categories of the Contractors' Certificates of
Competency. They also hold hearings to determine if a certificate of competency of any
contractor, master or joumeyman should be revoked. A minimum of 2 members shall reside
within the corporate city limits of Naples or shall be recommended to the BCC by the Naples City
Council. FI Stat, See 489.131, sub 10 states that 3 members must be consumer representatives.
This 9 member board determines the qualifications of applicants for the various categories of the
Contractors' Certificates of Competency. They also hold hearings to determine if the holder of a
certificate of competency of any contractor, master or journeyman should be cflSciplined.
Members of the ClB who are not consumer representative members should be either a licensed
architect. a licensed general contractor, a licensed engineer, a licensed eleclricaJ contractor, a
licensed plumbing contractor, a licensed mechanical contractor, a licensed roofing contractor, a
licensed residential, or a licensed building contractor. A minimum 3 members shall be in the
category of "Consume!". The consumer representatives may be any resident of the local
jurisdiction that is not, and has never been, a member or practitioner of a profession regulated by
the board or a member of any closely related profession. Members are required to file a Form 1
Statement of Financial Interests each year with the Supervisor of [lection.~. Terms are 3 years.
These categories are merely directory and failure to have a member of each of the trades is not
grounds for voiding any action of the Board. Terms are 3 years. This is a Quasi Judicial Board.
