EXECUTIVE SUMMARY
Recommendation to award a $832,170 construction contract to Boran Craig Barber Engle
Construction Company Inc. (BCBE) for the construction of the Marco Island Library Rose
Hall Addition, Project 54004, and approve the necessary Budget Amendments.
OBJECTIVE: To gain approval for award of a $832,170 construction contract to Boran Craig Barber
Engle Construction Company Inc. (BCBE) for the construction of the Marco Island Library Rose Hall
Addition, Project 54004, and approve the necessary Budget Amendments.
CONSIDERATION: This project is to construct an approximately 4.000 square foot meeting room
addition to the Marco Island Library. The project was originally approved by the Board of County
Commissioners at the July 26, 2005 BCC meeting, with Resolution No. 2005-273, accepting a $500,000
donation from the W.R. Rose Foundation and naming the project Rose Hall
Bid 06-4052 was posted on September 1, 2006. There were three (3) bids received that ranged from
$1,644,923 to $2,154,175. Using the iowest bid, the project estimate would have been over $2,000,000
as compared to the 2005 Initial planning figure of $1,000,000. The funding source for this project is
donations, mainly from the W.R. Rose Foundation and from funds raised by the Friends of the Library of
Marco Island. Since at the time of the original bid solicitation the Library did not have sufficient funds, the
bids were rejected.
After the bids were rejected, the Library began a vigorous drive to acquire the funds required for the
addition. The library now has accumulated additional funding for a total of $1 ,473,000.
The building permit application was submitted to the City of Marco Island In August 2006, was approved,
and is still active pending selection of the general contractor.
On January 30, 2009, formal bid invitations were again posted by the Purchasing Department and
distributed to 628 firms that provide these services. On February 26, 2009, bids were received and
opened from 10 firms. After review and evaluation of the bids, the Facilities Management and Purchasing
departments determined that the lowest, qualified and responsive bidder is Baran Craig Barber Engle
Construction Company Inc. (BCBE).
The five lowest responsive bids were tabulated as follows:

Construction is scheduled to begin this spring with completion about nine months later. All permits have
been approved and should not impact the construction schedule.

A Budget Amendment is needed to recognize the Friends of the Library donation of $394,000, the City of
Marco's contribution of $200,000 and the transfer of $200,000 from the Library Trust Fund (612) to the
Rose Hall Project 54004 in the Library Capital Fund (307).
GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan.
LEGAL CONSIDERATIONS: ThiS item is not quasi-judicial and as such ex parte disclosure is not
required. This item requires majority vote only. ThiS item IS legally sufficient for Board action. - CMG
RECOMMENDA TION: That the Board of County Commissioners 1) approves the award of a construction
contract to Boran Craig Barber Engle Construction Company Inc (BCBE) in the amount of $832,170.00,
and 2) approves all necessary Budget Amendments.
