EXECUTIVE SUMMARY
Recommendation that the Board of Commissioners approve and anthorize the Chairman to sign
a grant application to the Florida Department of Community Affairs for the Hazard Mitigation
Grant Program (HMGP) for up to $50,000 to install aluminum roll down shutters and
supporting equipment on the Collier County Environmental Compliance and Landfill Scale
House facility.
OBJECTIVE: To obtain approval of the submittal of a grant application for up to $50,000 to the
Florida Department of Community Affairs for the Hazard Mitigation Grant Program (HMGP) to fund
the reduction or elimination of the potential loss of life, public property, public health, safety and
welfare due to natural and man-made disasters by installing thirteen aluminum roll down shutters on
the Collier County Landfill Environmental Compliance and Scale House facility.
CONSIDERATIONS: This Hazard Mitigation Grant Program is the direct result of the Presidential
Disaster Declaration of August 24, 2008 related to Tropical Storm Fay (FEMA-I785 DR-FL). This
grant is designed to harden sites to prevent or limit losses during future storms and disasters. The
HMGP is managed by the Florida Department of Community Affairs, and funding is allocated by the
United States Department of Homeland Security, Federal Emergency Management Agency. Collier
County's estimated share of funds under the grant program jur Tropical Storm Fay is $909,618.
During a natural disaster, the Collier County Landfill Environmental Compliance and Scale House is
an essential facility in the process to:
o Clear the streets to allow emergency personnel to assist citizens.
o Collect debris and rotting food.
o Assist businesses, schools and the community to reopen and recover from a disaster.
o Collect accurate reimbursement data for FEMA for disaster recovery costs.
o Provide office and housing space for essential Solid Waste Management Department
employees and contracted employees who operate the Landfill on behalf of Collier County.
Installing aluminum roll down shutters and supporting equipment on the Collier County Environmental
Compliance and Landfill Scale House facility will substantially reduce or eliminate the potential loss
of life and public property and protect the public health, safety and welfare due to natural and man-
made disasters.
FISCAL IMPACT: This grant requires a 25% in-kind staff time and/or cash match, This FEMA
grant allows for in-kind staff time and pre-construction design and permitting costs performed after the
Tropical Storm Fay declaration of August 24, 2008 to count toward the 25% match. Stalf estimates
that there will be approximately $10,000 of total in-kind statftime for project and grant management.
If pre-award costs are approved by thc State and FEMA, staff cstimates the County cash match will be
approximately $2,500. If the pre-award costs are not approved at the time of the grant award, staff will
identify cash match alternatives at the time the award and grant agrecment are reviewed by the Board
of County Commissioners.
GROWTH MANAGEMENT IMPACT: There is no impact on the Growth Management Plan.
- LEGAL CONSIDERATIONS: This item is not quasi-judicial, and as such ex parte disclosure is not
required. This item requires majority vote only. This item is legally sufficient for Board action. _

Describe, in detail, the existing problem, the proposed project, and the scope of work. Explain how the proposed project will
solve the problem(s) and provide the level(s) of protection described in Part A. Also, if available, attach a vendor's estimate

Description of the existing problems-
The Collier County, Florida Solid Waste Management Department maintains one landfill and four recycling centers. Collier
County generated 590,270 tons of municipal solid waste in 2008. Of these 590,270 tons of waste generated, 241,816 tons of
residential & commercial solid waste were buried in the Collier County Landfill.
The Collier County Environmental Compliance and Landfill Scale House is an essential facility in the process to clear the
streets to allow emergency personnel to assist citizens, collect debris and rotting food, assist businesses, schools and the
community to reopen and recover from a disaster and to collect accurate reimbursement data for FEMA for disaster recovery
costs. Consultants at our Local Mitigation Committee testified that large structures including landfills can cause micro
climate events which result in severe wind gusts. Collier County's Landfill is the highest elevation in the county.
Waste Management Inc. operates the Landfill on behalf of Collier County. The Environmental Compliance and Landfill
Scale house will provide office space to Waste Management Inc. personnel who operate at the landfill out of manufactured
housing type of structures.
We propose to install roll down aluminum hurricane shutters and supporting equipment at the scale house.
Describe the type(s) of protection that the proposed project will provide-
The project will provide hurricane protection on all window openings throughout the Environmental Compliance and
Landfill Scale House building. These hurricane shutters will provide a barrier from flying debris, water and high winds often
generated by hurricane force winds.
Scope of Work (describe in detail, what you are planning to do)-
The project will involve installation of Florida Building Code specifications hurricane protection on all window openings
throughout the Environmental Compliance and Landfill Scale House. Thirteen windows will be motorized with backup
manual operation. Employee meeting room windows will be upgraded to meet Florida building code standards. The project
includes quarterly maintenance visits for five years. The project includes a five year warranty on labor and parts. Total work
includes permitting, installation, stucco work and re-painting if necessary.
Describe any other on-going or proposed projects in the area that may impact, positively or negatively the proposed
HMGP or FMA project-
The proposed HMGP Landfill leachate six inch HOPE pipe will positively impact this proposed project. The Environmental
Compliance and Landfill Scale House is an essential facility for the processing ofleachate during normal and disaster related
mixed solid waste, debris and horticultural waste for Collier County residents and businesses.

Because the HMGP/FMA are federally funded programs, all projects are required to undergo an environmental and historic preservation
review as part ofthe grant application process. Moreover, all projects must comply with the National Environmental Policy Act
(NEPA) and associated Federal, State, Tribal, and Local statutes to obtain funding. NO WORK can be done prior to tbe NEPA
review process. If work is done on your proposed project before the NEPA review is completed, it will NOT be eligible for
Federal fnnding.

All prcljects must have adequate documentation to determine if the proposed project complies lvith NEP A and associated statutes. The
