EXECUTIVE SUMMARY
Recommendation to approve a Resolution to establish a speed limit of thirty-five
miles per hour (35 mph) on White Lake Boulevard from City Drive to Collier
Landfill roadway segment
OBJECTIVE: That the Board of County Commissioners approve a Resolution to
establish a speed limit of thil1y-iive miles per hour (35 mph) on White Lake Boulevard
from City Drive to Collier Landfill roadway segment.
CONSIDERATIONS: The Collier County Trame Operations Department has conducted
an engineering and traffic investigation study to determine the appropriate speed limits on
the referenced road (Study Report attached). White Lake Boulevard is a two-lane
conventional road which leads to Landiill sitc on the east and connects City Gate Drive on
the west. The road features two 10-t()ot wide lanes and narrow recoverable shoulders on
both directions. The majority traffic is trucks and dump trucks. There is an established
speed zone of 35 mph on the entrance section of the road on the west but the rest of the
road is not posted. The study determined that a 35 mph speed limit zone for the entire
roadway segment is warranted and safe I(lr the motorists.

FISCAL IMPACT: The estimated cost to install the "35 MPH Speed Limit" signs on the
referenced roads is approximately $400. Funds are budgeted in the Traffic Operations
Department Operating Fund 101.
LEGAL CONSIDERATIONS: Section 316 of the Florida Statutes authorizcs the Board
to alter existing speed limits as may be appropriate upon the basis of an engineering and
traffic investigation. This item has been reviewed and approved by the County Attorney's
Office, is not quasi-judicial and requircs no ex parte disclosure, requires only a majority
vote for approval. and is otherwise legally sufficient for Board action.~SRT

associated with this ResoluliulI.
RECOMMENDATION: That the Board of County Commissiuners approve the

RESOLUTION NO. 2009-
A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, AUTHORIZING TO ESTABLISH A
SPEED LIMIT OF THIRTY FIVE MILES PER HOUR (35 MPH) ON
WHITE LAKE BOULEVARD FOR THE SECTION FROM CITY GATE
DRIVE TO COLLIER LANDFILL
WHEREAS, Chapter 316, Florida Statutes, permits the Board of County Commissioners (BCC)
to establish speed limits on roads under its jurisdiction; and
WHEREAS, White Lake Boulevard falls under the jurisdiction of the BCC; and
WHEREAS, in accordance with Section 3] 6, Florida Statutes, the BCC may establish a speed
limit as may be appropriate upon the basis of an engineering and traffic investigation; and
WHEREAS, the results of such engineering and traffic investigations indicate that the
recommended speed limit is reasonable and safe under the conditions found to exist.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
(I) The BCC does hereby establish a thil1y-five miles per hour (35 MPH) speed limit on
White Lake Boulevard from City Gate Drive to Collier Landfill site, and does hereby direct the County
Manager or his designee to erect appropriate speed limit signs giving notice thereof.
(2) A copy of this Resolution shall be forwarded to the Collier County Sheriffs Office for
proper enforcement of the established speed limits for White Lake Boulevard.
(3) The effective date of the speed limit shall be after written notification to the Sheriffs
Office and upon the posting of appropriate signage.
This Resolution adopted after motion, second, and majority vote favoring same this _th day of
March, 2009.

INTRODUCTION
The Collier County Traffic Operations Department has conducted an engineering and
traffic investigation study to determine the appropriate speed limit on White Lake
Boulevard.
CHARACTERISTICS
White Lake Boulevard is a two- way, two-lane conventional road. It connects City Gate
Drive at its west end and leads to Collicr Land Fill site on the east end. The road features
10 feet wide lanes and a 4-10 feet recoverable shoulder on both sides. The majority traffic
is trucks and dump trucks which pose safety concerns especially when opposing dump
trucks passing each other with high spced on the narrow lanc. There is an established
spced zone of35 mph on the entrance section of the road but the rest of the road is not
posted.

The primary purpose in the establisluncnt of a speed zone is to provide improved
vehicular and pedestrian safety by reducing the probability and severity of crashes. An
established speed limit notifies the driver of the maximum speed that is considered
acceptably safe for optimum weather, visibility and traffic condition. It is intended to
establish the speed limit which the normally prudent driver can respond more safely to
driving problems encow1tered on the roadway.

SPEED INVESTIGATION
Florida Statutes require that the change of speed zone values as outlined in Sections
316.] 83 and 316.] 89 I'.S. be based upon an engineering and traffic investigation. The
investigation is to include, but is not limited to, the measurements of prevailing speeds
and other traffic engineering evaluations contained in the "Speed Zoning for Highways,
Roads and Streets in Florida" manual (FDOT Manual Number 750-010-002,1997
Edition). This manual was developed by the Florida Department of Transportation to
promote unif())1nity in the establishment of state, municipal and county speed zones
throughout the State of Florida.
Three types of data were utilized in determining the prevailing speed: 85th percentile
speed, upper limit of the 1 O-mph pace and average test run speed. The reasoning behind
the foregoing investigations is that thc majority of drivers travel at reasonably safe speed
for the various roadway conditions encountered, and that these investigations help
detennine what may be reasonable speed limits.
Prevailing vehicle speeds were measured during free-flow traffic conditions on Tuesday
February 17,2009 from 9:30 to 11 :30 am. The following data was collected:
Eastbound Tramc:
85th percentile speed = 42 mph
I O-mph pace ~ 31 mph - 41 mph
Westbound T raffle:
85th percentile speed = 43 mph
1 O-mph pace = 31 mph - 41 mph
ANALYSIS
Under normal roadway and traffic condition, a speed limit should not typically differ
from thc 85th pcrccntile speed or uppcr limit of the 10-mph pacc by morc than 3 mph and
it should not be less than 8 mph. A speed limit of 4 to 8 mi/h less than the 85th percentile
speed shall be supported by the following conditions: There are road or roadside features
not readily obvious to the nonnally prudent driver. such as alignment, roadway width,
narrow recoverable shoulder. surface condition, sight distance, traffic volume, crash
experience, maximum comfortable speed in curves, etc.
The measured 85tl, percentile speed of42 mph on the eastbound and 43mph on the
westbound, as well as, the 10-mph pace of 31 -41 mph on both eastbound and westbound
would result in a 40 mph speed limit on both directions. However, given the number of
dump trucks/trucks, lane width, curves and the narrow recoverable shoulder, a 5-mile
reduction is desirable. This will result in a 35 mph speed limit. Field vehicle runs
indicated that 35 mph is a safe and comfortable speed to travel on the subject roadway
section.

RECOMMENDATION
1. Establish a 35 mph speed zone on the White Lake Boulevard from City Gate Dr. to the
Collier Land Fill site. Currently, there is one existing speed limit sign of 35 mph on the
west end (both directions). Two more speed limit signs need to be installed in each
direction on the remaining section of the road (total of 4 new speed limit signs needed).
2. Install a 30 MPH adversary speed limit sib'll (WI3-1) on the curve on each direction
(total of 2 signs needed).
3. The existing "Curve" sign (WI-2) is not appropriate, it should be changed to "Turn"
sign (WI-I) and should be installed on both direction of the curve (total of2 signs
needed). The proposed "Turn" signs should be placed at the beginning of the curve not at
the end of the curve as the existing case.
4. Install a missing street name sign "Shaw Blvd." on the intersection of White Lake
Boulevard at Shaw Boulevard.
5. Install a street name sign "White Lake Boulevard at the nOJihwest comer of the
intersection of White Lake Boulevard and Landfill Site. Please note that the new
MUTCD requires 6-inch lettering in the street name sign.
