EXECUTIVE SUMMARY
Recommendation to award Hid #09-5186, "Intelligent Transportation Systems (ITS)
Components" to multiple vendors (category basis). Annual expenditure estimated $150,000.
OBJECTIVE: To obtain the Board of County Commissioners approval to award Bid #09-5] 86,
"]ntelligent Transportation Systems (ITS) Components", to supply the necessary hardware to
maintain and expand Collier County's intelligent transportation system modules, which comprise
the County's Advanced Traffic Management System (A TMS).
CONSIDERA nONS: The Collier County Purchasing Department posted Bid #09-5186,
"]ntelligent Transportation Systems (ITS) Components," on January 30,2009. Bid specifications
were downloaded by 42 vendors from the County's online bidding system. Three vendors
submitted bids by the bid opening date of February 23, 2009, that were deemed responsive to the
bid requirements.
As outlined in the bid documents, the method of award for this bid is by category and
primary/secondary basis to the lowest qualified and responsive bidder. Staff recommends that
the Board of County Commissioners award the following categories of bid items to the vendors
as described below:

FISCAL IMPACT: Funds for traffic signal system maintenance and repair have been budgeted
in the Traffic Operations Operating Fund (101) for Fiscal Year 2008/2009.
GROWTH MANAGEMENT IMP ACT: There is no growth management impact associated
with this Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a
majority vote for approval, and is otherwise legally sufficient for Board action.-SRT
RECOMMENDATION: That the Board of County Commissioners award Bid #09-5186,
"]ntelligent Transportation System (ITS) Components," to Cohu, Inc., Temple, Inc., and
Precision Contracting Services, Inc. on a category and primary/secondary basis.
