Recommendation for the Board of County Commissioners to accept funding from
the 4.H Foundation Clubs, Inc. in the amount of $50,881.00 for the 4.H Outreach
Program managed by the Collier County University of Florida/IFAS Extension
Department and approve a budget amendment in the amount of $26,481.00.
OBJECTIVE: To accept funds in the amount of $50,881.00 from the 4-H Foundation
Clubs, Inc. to partially fund a full time 4-H Outreach Coordinator position, to fully fund a
temporary Outreach Coordinator, and to fund enhancements to outreach activities in the
Collier County University of Florida/IFAS Extension Department.

CONSIDERATIONS: During the FY 2001 budget process, funding from the 4-H
Foundation Clubs, Inc. was first recognized to support the funding of the 4-H Outreach
Program within the Collier County University of Florida/IFAS Extension Department.
Funding has been received in each year since and has been incorporated into the
budget process for each County fiscal year. A total of $160,000 has been received over
the last several years.
4-H Outreach goes into the public school system with several special emphasis
programs and the Tropicana Public Speaking Contest. through the Collier County
University of FloridallFAS Department.
Tropicana has sponsored their contest since 1969 and provides classroom materials for
teachers, certificates of participation, medallions for school winners, trophies for county
winners, and summer camp scholarships. Nearly 2 million students have participated in
this program since its beginning. The 4-H Tropicana Public Speaking Contest can help
fulfill the Sunshine State standards.
The Board of County Commissioners approved the application on January 27, 2009
Agenda Item 1608.
FISCAL IMPACT: Funding for FY 08-09 of $24,400 was included in the Extension
Department's project budget for 4-H Outreach for the partially funded full time position.
The additional $26,481.00 will be utilized for the part time position and program
expenditures (i.e. project materials, supplies, participant fees) to enhance outreach
activities.
GROWTH MANAGEMENT IMPACT: There is no growth management impact
associated with this request.
LEGAL CONSIDERATIONS: This item is not quasi-judicial, and as such ex parte
disclosure is not required. This item requires majority vote only. This item is legally
sufficient for Board action. - CMG
