EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners approve a budget
amendment in the amount of $1,495,000.00 to recognize USDA grant revenue in
the amount of $495,000.00 and transfer $1,000,000.00 from Airport Authority
Reserves to the project for the construction of a 20,000 square foot
manufacturing facility at the Immokalee Regional Airport.
OBJECTIVE: That the Board of County Commissioners (BCC) approve a budget
amendment in the amount $1,495,000.00 to recognize USDA grant revenue in the
amount of $495,000.00 and to transfer $1,000,000.00 from Airport Authority Reserves
to the project for the construction of a 20,000 square foot manufacturing facility at the
Immokalee Regional Airport.

CONSIDERATIONS: The BCC previously approved utilizing $1,000,000.00 from
Reserves to fund the construction of a 20,000 square foot manufacturing facility at an
estimated total cost of $1,495,000, if the Airport Authority is awarded an USDA Rural
Business Enterprise Grant in the amount of $495,000.00, and authorized the
Authority's Executive Director to sign all documents necessary to consummate the
grant. (Agenda Item No. 16(G)5, June 24,2008.)
The Airport Authority has been awarded the USDA grant in the amount of
$495,000.00, and the USDA has obligated the funds.
FISCAL IMPACT: The fiscal impact of this Budget Amendment request is to
recognize grant revenue in the amount of $495,000.000 and transfer $1,000,000.00
from Reserves to the project.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact
associated with this Executive Summary.
LEGAL CONSIDERATIONS: This item is not quasi-judicial, and as such ex parte
disclosure is not required. This item requires majority vote only. This item is legally
sufficient for Board action, - CMG

approve and authorize its Chairman to execute a letter of commitm ent for funds
in the amount of $1,000,000 to leverage a Rural Business Enterprise Grant
(RBEG) from the United States Department of Agriculture (USDA) in the amount
of $495,000 and a Resolution authorizing the Collier County Airport Authority to
apply for the $495,000 United States Department of Agriculture (USDA) Rural
Business Enterprise Grant {RBEG} and autho-iizing the Authorit{s Executive
Director to sign all related documents to consummate the RBEG for an eligible
RBEG project at thEl-,lmmokalee Regional.

CONSIDERATIONS: The Collier County ,~irport Auth"rlly {Authority) submitted a grant
pre-application to the USDA for a RBEG in the amGunt of $495,000. The USDA
responded Ihat the Authontys pre-application p'oject. the construction of a 20,000
square-foot machine and steel manufacturing facility at the IlT'mokalee Regior,al Airport.
is eiigible for funding by the USDA. and suggested the Authority submit a f::HIT',al
application.
The USDA requires, as part of the formal application package, a ".Reso,ution
authorizing oerson(s) to sign all related do:uments to consummate the grant and
authorizing the application of the RBEG,"
The formal application also requires "cor.1mitmer.t letters from the other funding entities
on their letterhead (including applical"lt) of funds committed br the project.
The Authority i.,tends to negotiate 3 lease agreementw'th a RBEG eliogjble bUSiness br
th,s faCility for fair market value.
The total cost of the project is $1.495,800 The $1000,000 needed to ieve~age this
