EXECUTIVE SUMMARY
Recommendation to award Bid No. 09-5166, East Naples Community Park Soccer
Field, at a cost of $529,364.63 to Professional Building Systems.
Objective: To expand the facilities at East Naples Community Park to develop a soccer
field.
Considerations: Bid No. 09-5166, East Naples Community Park Soccer Field, was
posted on November 25, 200S. An invitation to propose was sent to 571 vendors, with
132 vendors requesting a full package. 10 submittals werc reccived. Staff detennined that
Professional Building Systcms was the low bidder.
In addition, the bid reflects expcnses associated with the project that include restoration
of the wetlands required to obtain a US Army Corp Pcrmit.

Fiscal Imoact: Funds are available within Project 80034 Oaks Blvd Neighborhood Park;
Project 80036 East Naples Community; 80163 Goldcn Gatc Community Center land;
Project 80012 Elementary School E; Project S0049 North Naplcs Elementary I; Project
80090 Elementary School .I; Project 80091 Elcmentary School K; Project 80613 and
ENCP Soccer Fields. Budget Anlendment is needed to sweep funds associated with the
aforementioned projects into Projcct 80015 ENCP Soccer Project. In Addition to the
funds specified in the contract amount, staff would recommend including a 10% project
contingency in the amount of $52,936.
Growth Manal!ement Impact: The property is invcntOJied in the Growth Management
Plan. The proposed development of the property is consistent with Recreation and Open
Space Element Policy 1.1.5, "continue to correct or improvc existing parks and recreation
facilities deficiencies which are necessary in order to meet the level of service standards."
Lel!al Considerations: This item is non-quasi judicial and as such ex parte disclosure is
not required. This item requires m'\iority vote only. This item is legally sufficient for
Board action. - CMG
Recommendation: That the Board of County Commissioners award Bid No. 09-5166,
East Naples Community Park Soccer Field, at a cost of $529,364.63 plus 10%
contingency to Professional Building Systems and authorizes the chairman to sign the
standard county-approved contract.
