Agenda 02/24/2009 Item #16C 1 Agenda Item No, 16C1 February 24,2009 Page 1 of 5 EXECUTIVE SUMMARY Recommendation to approve award of Request for Proposal Number 09-5151 Fixed Term Instrumentation and Controls Engineering Services. OBJECTIVE: To receive Board of County Commissioners (Board) approval for award of professional services contracts to four finns in order to enable staff to procure specialty Instrwnentation and Controls (I&C) engineering services in an efficient and cost effective manner, CONSIDERATIONS: Contract 09-5151 replaces a previous contract for these services, I&C is an essential component of all public utilities infrastructures and process systems, The procurement of solid and reliable I&C frameworks enables greater productivity and efficiency among the operational staff; extends the life and effectiveness of equipment; and preserves utility systems compliance for maintaining the health and safety ofthe public. Request for Proposal 09- 5151 was advertised on November 14, 2008, Notices were sent to 380 firms with 64 firms requesting full packages. Eight (8) finns submitted packages by the due date of December II, 2008, which were all found to he in compliance with the request for proposal. A Selection Committee meeting was held on January 13, 2009, After review, discussion and ranking, the following four (4) firms were recommended for contract negotiation and subsequent award (in no particular order): Camp Dresser & McKee, Inc. Hazen and Sawyer, p,c. RKS Consulting Enginecrs, [nc, EMA, Inc, Contract negotiations have been successfully completed by staff with the four firms at this time, All four have agreed to a standard fee schedule for their services, which staff believes will provide the opportunity for an equitable and fair distribution of work, The term of the agreement will be for one year with the option of three additional one year periods. In no event, including renewal options, shall the contract exceed four (4) ycars. FISCAL IMPACT: The funding for each work order that is assigned under the approved contracts will come from each user department. Individual work order agreements are to be consistent with the current hudget as approved by the Board on September 18, 2008, It is anticipated that the Public Utilitics Water and Wastewater Dcpartments will be the predominant users of this contract. The scope of thc anticipatcd individual workorder assignments is to be consistent with the 2008 Water and Wastewater Master Plans Update, as adopted by the Board on June 24, 2008 as Agenda Items 10 (B) and 10 (C) . Source of funds for the Public Utilities Division's utilization of this contract are the Public Utilities Operations Fund (408), Water Impact Fees Fund (411), Water User Fees Fund (412), Wastewater Impact Fees Fund (413) and Wastewater User Fees Fund (414). LEGAL CONSIDERATIONS: This item is legally sufficient for Board action, This item is not quasi-judicial and as such ex parte disclosure is not required. RECOMMENDATIONS: That the Board of County Commissioners, as Ex-officio Governing Board of the Collier County Water-Sewer District, award Request for Proposal Number 09-5151 to the four firms recommended herein for the Fixed Term Instrumentation and Controls (1 & C) Engineering Services and authorize the chairman to execute the standard, County Attorney approved contracts.
