Appointment ofmember(s) to the Affordable Housing Advisory Committee
OBJECTIVE: To appoint 1 member to fulfill the remainder of a vacant term, expiring on
October 1, 2011, to the Affordable Housing Advisory Committee.
CONSIDERATIONS: This 11 member committee was created by Ordinance 91-65 as
amended to monitor the implementation of the Affordable Housing Task Force's
recommendations, and the goals, objcctives, and policies of the Housing Elements of the
County's Growth Management Plan and the City's Comprehensive Plan; investigate the
feasibility of tax increment financing for infrastructure for site development of affordable
housing for low income households; develop means or mechanisms to encourage a voluntary
donation program or other revenue generating program that would contribute to an Affordable
Housing Trust Fund to be used for the benefit of residents in Collier County; investigate a plan
for any linkage and inclusionary zoning recommendations; review and determine the effect of
proposed ordinances of affordable housing and make recommendations to the Board of County
Commissioners and the Naples City Council; and investigate any other relevant areas so directed
by the Board of County Commissioners. The Board of County Commissioners will appoint 8
members, including the alternate member. The City of Naples will appoint 2 members. The
commission shall be comprised of members from the following categories in connection with
affordable housing: residential home building industry, banking or mortgage banking industry,
areas of labor actively engaged in home building, advocate for low-income persons, for-profit
provider of affordable housing, not-for-profit provider of affordable housing, a real estate
professional, local planning agency, I citizen who resides with the jurisdiction of the local
governing body making the appointments, 1 citizen who represents employers within the
jurisdiction, and I citizen who represents essential services personnel. Terms are 3 years. A list
of the current membership is included in the backup.
The term for Mr. Fred N. Thomas, Jr. (Advocate for Low lncome Persons) expired on October 1,
2008. A press release was issued and 1 resume was received from the following interested

This 9 member commission was created on July 23, 1991, by Ordinance No. 91-65, to monitor
the implementation of the Affordable Housing Task Force's Recommendations, and the goals.

Amended by Ordinance No. 2005-89: the BCC will appoint B members, including the altemate
member, two of which must live in the Rural Area (East of Collier Boulevard), and one Df those
must be a resident of ImmDkalee. The City of Naples will appoint 2 members.
On 12/14/04 the BCC adopted Ordinance 20Q4-.77 to add 1 Altemate member to be appointed by
the BCC. The Altemate member shall serve in a voting capacity only when a regular member is
absent from a meeting.

On December 13, 2005, the BeC approved Ord. No. 2005-69 changing the composition of the
committee, 9 members and 1 altemate. The BCC will appoint B members. including the alternate
(2 Df which must live in the Rural Area (East of Collier Boulevard), and one of thDse must be a
resident of Immokalee) and the City of Naples will appoint 2 members.
On April 11 , 2008 the BCC adDpted Ord. ND. 2008-17 changing composition of committee; 11
members & 1 altemate; Bce will appoint 9 members plus altemate; City of Naples win appoint 2
members. Take stipulation (East of Collier Boulevard) out of ordinance.
The commissiDn shall be comprised Df members from the following categDries in connection with
affDrdable housing:
1. Residential home building industry;
2. Banking or mort9age banking industry;

4. Advocate for low-income persons;
