Agenda 02/10/2009 Item #16C 1 Agenda Item No. 16C1 February 10, 2009 Page 1 of 4 EXECUTIVE SUMMARY Recommendation to award Contract lTB#08-5075, "Collection Agency Service for Collier County" to United Adjustment Corporation. OBJECTIVE: Award the contract for collcction agcncy scrvices to United Adjustment Corporation. CONSIDERATIONS: All departments within the Board of County Commissioners Agency can avail themselves of this contract. On October 2, 200S Collier County requested bids for collection agency services. On October 29, 200S, six (6) bids were received, but only four (4) were compliant to ITB#OS-5075. Thc bidders responded with proposed collection percentage rates as follows: . United Adjustment Corporation at 5% . First Coast Systems, Inc at 15-20% (percentage depends on age of account) . CCAat 17%. . Penn Credit Corporation at 17%; Staff recommends the lowest bidder as United Adjustment Corporation at 5%. Generally Collier County would select more than one company, but the percentage proposed by United Adjustment Corporation is well below all other bidders and provides an economic advantage for Collier County. Staff has set standards for collection, time accounts, and legal action. Legal action cannot be taken by anyone other than Collier County. The term of the contract is for a two (2) ycar period. The contract contains a renewal clause for an additional two (2) year period. Contracts will be in the fonn of a purchase order. LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. This item is not quasi-judicial, and as such ex parte disclosure is not required. This item requires a majority vote only. - JAB FISCAL IMPACT: Entities within the Board of the County Commissioners Agency who send accounts for collection at the lower rate offered by United Adjustment Corporation will pay a smaller percentage of the past due amount for collection services using this vendor. In FYOS, Public Utilities, Community Development, and Emergency Management Services sent 4,916 accounts totaling $2,077,500 to the Conversc Collection Agency. The cost of collection for these accounts at 17.5% (previous rate) would be $363,600. The cost of collection with United Adjustment Corporation would bc $103,900, a cost savings of $259,700.
