EXECUTIVE SUMMARY
Recommendation to award Bid No. 09-5144 - "111th Avenue at 8th Street Intersection
Improvements" (Project No. 600741/F.M. No. 415543-1) to Better Roads, Inc., in the
amount of $148,660.60 with 10% contingency of $15,000.00 for a total of$163,660.60.
OBJECTIVE: The County entered into Local Agency Program (LAP) agreement with Florida
Department of Transportation (FDOT), wherein FDOT will reimburse Collier County up to the
sum of $306,205.00 for intersection improvements on III th Avenue and the intersection of 8th
Street, located west of US 41. This project will add dedicated turn lanes at 8th Street. The
current configuration contains no dedicated turn lanes on 11lth Avenue or 8th Street. There is
also an awkward transition on 1 lIth A venue just east of 8th Street, as westbound traffic merges
from four to two lanes after passing commercial access driveways. There are no dedicated 1eft-
turn lanes onto 8th Street, making the westbound to southbound movement difficult and
dangerous. The posted speed on 1 11 th Avcnue is currently 35 mph. The construction is
scheduled to commence in spring of 2009. The County will issue two separate Notices to
Proceed on this project in order to meet Local Agency Program (LAP) requirements. The first
Notice to Proceed will authorize the contract recipient to order materials required for the
improvements. The second notice to Proceed will authorize the contractor to begin physical
intersection improvements.
CONSIDERA TIONS: On November 4, 2008, the Purchasing Department sent 701 notices to
vendors for Bid #09-5144. A non-mandatory pre-bid meeting was held on November 13, 2008,
and six bids were opened on December 4, 2008. Three were deemed non-responsive for not
meeting the granting agency's requirements. The three responsive bids were from Better Roads,
Quality Enterprises and APAC-SW. The engineer's estimate was $268,000 and the lowest,
responsive bid was well below that projection. Staff revicwed the bids and are recommending
award to the lowest, qualified and responsive bidder, Better Roads, Inc.
FISCAL IMPACT: Funds in the amount of $148,660.60 with 10% contingency of $15,000.00
for a total of$163,660.60 are available in Project #600741. Source of funds are gas taxes. Upon
completion of the project, FDOT will reimburse the COWltyUp to the sum of$306,205.00. Upon
completion, this project will require an additional committed annual budget expenditure of
$300.00 for operation, maintenance and life cycle replacement.
LEGAL CONSIDERATIONS: This item is legally sufficient for Board action. This is a
regular item which requires only simple majority vote. -JAK
GROWTH MANAGEMENT IMPACT: Proposed improvements on 111th Avenue and 8th
Street have no impact on the Growth Management Plan.
RECOMMENDATION: That the Board of County Commissioners approve: 1) the award of
the bid for construction of the Intersection Improvements on 111 th Avenue and 8th Street, and 2)
authorize the Chairman to execute the standard contract aftcr review by the County Attorney's
Office; and direct staff to include the operation, maintenance and life cycle replacement cost as a
line item in the annual budget review following completion of the project.
