Appointment of member(s) to Immokalee Enterprise Zone Development Agency
OBJECTIVE: To appoint 2 members to fulfill the remainder of vacant terms, expiring on April
4, 2011, and 1 member to fulfill the remainder of a vacant term plus a 4 year term, expiring on
April 4, 2013, to the Immokalee Enterprise Zone Development Agency.
CONSIDERATIONS: The Immokalee Enterprise Zone Development Agency has 3
vacancies due to resignations. This 13 member committee was created on March 28, 1995, by
Ordinance 95-22 to induce private investment into distressed areas to create economic
opportunities and sustainable economic development for designated areas. To permit Collier
County to participate in this program, the Board of County Commissioners nominated the
Immokalee Community to be considered by the Florida Department of Commerce for Enterprise
Zone designation in Resolution No. 95-248, approved March 28, 1995. As part of the formal
application for an Enterprise Zone, the State required that a committee consisting of a broad base
of citizens be established. The committee has representation from the Immokalee Chamber of
Commerce, fmancial or insurance entities, businesses operating within the nominated area,
residents living within the nominated area, nonprofit community-based organizations operating
within the nominated area, local Workforce Development Board, local code enforcement agency,
and local law enforcement agency. This committee also serves as the Immokalee
Redevelopment Board. A list of the current membership is included in the backup.

Resignations were received from Mr. Ira J. Malamut (non-profit organization), Ms. Denise
Lunan Blanton (Local Business in the Zone/Resident), and Mr. Robert W. Soter (Private Industry
Council). A press release was issued and resumes were received from the following 3 interested

NOTE: Section Five (D) of Ordinance 2001-55 states that "No person shall serve on more than
two County Boards simultaneously. If application is made for service on a third Board, the
applicant must resign simultaneously from one of his or her current Board positions, or the
application for a third Board shall be disqualified. This provision, however, may be waived to
allow for service on additional Boards provided the Commission votes unanimously to waive
such provision. According to my records Edward "Ski" Olesky currently serves on the P ARAB,
TDC, Lake Trafford Restoration Task Force and the Immokalee Master Plan & Visioning
Committee. If Mr. Olesky is appointed the Board will have to waive Section Five (D) of the
ordinance.

The CRAlEZDA received applications for the vacancies on the CRA Advisory Board
and the Immokalee Enterprise Zone Agency sent by your office on January 6, 2009.
At a regular meeting of the CRA Advisory Board and the EZDA Board on January
26, 2009, the local Boards voted unanimously to recommend Edward "Ski" Olesky
(6001 Lake Trafford Road, Immokalee 34142), Michael Facundo (318 Washington
Ave., ImmokaIee, FI 34142), and James 1. Wall, (9530 Marketplace Rd. #104,
ImmokaIee, Fl. 34142) to the Collier County Community Redevelopment Agency
Board for appointment to the CRA Advisory and the EZDA Boards.
Mr. Olesky is an interested citizen and business owner in the regulatory area of the
ImmokaIee Area Master Plan and the EZDA; Michael Facundo is an interested citizen
and represents a private not-for-profit corporation within the regulatory area of the
Immokalee Area Master Plan and the EZDA; and Mr. Wall represents the Workforce
