EXECUTIVE SUMMARY
Recommendation to approve the sole source purchase of 49 Opticom™ Emitters for
use in County Emergency Medical Services vehicles in the amount of $87,465.00.
OBJECTIVE: That the Board of County Commissioners approves a sole source
purchase to equip EMS ambulance .md command vehicles with Opticom™ emitters for
traffic preemption.
CONSIDER<\TlONS: On September 9,2008, Agenda Item FI, Ihe Board approved a
Joint Project Agreement (JPA) to fund Opticom™ Emitters for use in Emergency Medical
Services (EMS) vehicles. These devices will provide EMS vehicles tJle ability to preempt
traffic lights to allow for safe passage of emergency vehicles and provide effective traffic
management for the safety of the drivers approaching thosc signals.
It has been confirmed with the Transportation Division that these devices are compatible
with the configuration of the preemption system currently in use throughout the County
and are similar to the units already being utilizcd by somc of the fire districts.
Global Tramc Technologies (GTT) is the manufacturer of the patentcd Opticom™ System
and has named Transportation Control Systems (TCS) of Tampa, Florida as the authorized
dealer for Collier County.
FISCAL IMPACT: Funds in the amount of $75,000 will be reimbursed by the State of
Florida toward the purchase of these emitters. The balance of $12,465 required providing
the emitters for all 49 mllbuiances and command vchicles will come irom the EMS County
Grant providcd by the Florida Department of Health, Burcau of Emergency Medical
Services - Fund 491.
LEGAL CONSIDERATIONS: Section V.c. of Collier County's Purchasing Policy
authorizes the Board to exempt single source service prmiders from fonnal competition.
Accordingly, this itcm is legally sufficient for Board action. This is a non quasi-judicial
matter requiring simple majOlity vote. .I AK
GROWTH MANAGEMENT IMPACT: There IS no Growth Management Impact
resulting from this action.

Dear Ms. Bay,
This Jetter is being sent in response to your request pertaining to the availability of Global Traffic
Technologies' (Gll') Opticom™ Infrared (IR) System. The Opticom IR system provides safe and
controlled passage of emergency vehicles through signalized intersections using infrared
technology. Op1icom is manufactured solely by Global Traffic Technologies and is distributed
through our Authorized Dealer Network. The combination of Global Traffic Technologies' coded
infrared Iechnology and manufacturing processes for preemption and priority control is patented
and, as such, we are the sole source for this system.
Over the past 30 years, the system has advanced and is now in its fourth generation, featuring
important security capabilities. Security is accomplished through encoded firmware
embedded in the Opticom components in order to prevent unauthorized use of the system.
GTT has designed, developed and tested each Opticom IR component as part of a matched
component system. Opticom system users who are concerned about unauthorized use and'
security of their system should not mix their system with non-GTT components.
GTT makes no warranty of Opticom IR system components if used with non-Opticom IR system
products. Global Traffic Technologies shall not be responsible for any Opticom IR component
which GTT determines has been damaged in whole or in part by its use with a non-Opticom IR
system product.
GTT's Authorized Dealer in Collier County is Transportation ConIrol Systems (TCS), from Tampa,
FL. As such, GTT has trained TCS' technicians on the Opticom IR and Opticom GPS family of
