OBJECTIVE: To receive approval to pay Group Insurance actuarial consulting fees incurred in FY 2008 in the amount of $61,772.50. CONSIDERATIONS: Effective January 1, 2009, the Risk Management Department implemented an Incentive Based Wellness Program. The County utilizes the services of Willis, Inc. to provide group insurance actuarial consulting services to the group insurance program. Willis provided the actuarial consulting work to enable the implementation of the incentive Based Wellness Program. To prepare for the implementation of the new program, certain actuarial work that would normally have been completed after October 1, 2008 (FY 2009) was completed in FY 2008. This work included establishing final plan design; preparing the overall rate structure; and finalizing the modeling of the plan. In addition to the above, Willis performed work in FY08 related to the review of Pharmacy Benefit Management Services; GASB 45 evaluation services; and Consortium related work that were initiated in FY 08 but which were ultimately awarded or finalized in November, 2008. The Board approved an expenditure of $140,000 for FY 08 actuarial services. However, the services described above resulted in incurred costs for the period of June through September which exceeded the annual budget approved in the original award of the contract with Willis. Funds are available in the FY 09 budget to pay for these services. The FY 09 services that were performed in FY 08 will not be duplicated or billed again in the FY 09 budget year. Staff recommends the approval of these fees. FISCAL IMPACT: The total amount of fees incurred is $61,772.50. These fees will be paid from Fund 517, Group Health and Life. There are sufficient funds to fund these fees. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this item. LEGAL CONSIDERATIONS: There are no legal considerations associated with this item. This item is not quasi judicial, and as such ex parte disclosure is not required.
