EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners adopt a Resolution Appointing
representatives to the Department of Environmental Protection, Division of Recreation and
Parks Advisory Group which has been established for the purpose of updating the Delnor-
Wiggins Pass State Park Management Plan
OBJECTIVE: To adopt a resolution appointing Frank Halas, Commissioner for District 2 to
serve as its representative and Marla Ramsey, Public Services Administrator, to serve as its
alternate representative to the Depar1ment of Environmental Protection, Division of Recreation
and Parks Advisory Group which has been established for the purpose of updating the Delnor-
Wiggins Pass State Park Management Plan.
CONSIDERATIONS: The Department of Environmental Protection, Division of Recreation
and Parks is in the process of updating its management plan for the Delnor- Wiggins Pass State
Park in Collier County. That agency is required hy Section 259.032, Florida Statutes, to appoint
an advisory group to review each state park management plan. Thc statue also requires that the
advisory group include representation by elected officials of local governing agencies.
The Division will issue Letters of Appointment with a draft copy of the management plan to th.e
advisory group members around the frrst of February so that these members will have an
opportunity to review the plan prior to the advisory group meeting. The meeting is scheduled for
Thursday, February 19, 2009 at 9:00 AM. and will be held in the staff meeting room at the state
park located at 11135 Gulf Shore Drive, Naples, FL.
In addition, a public workshop will be held on Wednesday, February 18 at 7:00 PM, at St. John
the Evangelist Catholic Church, 625 III th Ave. North, Naples, FL (the evening before the
advisory group meeting). The purpose of the workshop is to review the draft plan with the
general public and to provide an opportunity for public comments and suggestions. Members of
the advisory group are encouraged to attend the public workshop as well.
The advisory group will meet one time to discuss the draft plan and will consider all questions,
comments, and recommendations that the individual members wish to offer. After the meeting,
Division of Recreation and Parks staff will submit a report summarizing all comments and
recommendations made by the advisory group to each appointed member and any member's
representative. The report will include the Division's staff recommendation for changes to be
made to the draft plan, if any. The transmittal for the summary report will request that all
additional written comments be sent to the Division office within the specified period of time.

FISCAL IMPACT: There is no fiscal impact associated with this item.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this item.
LEGAL CONSIDERATIONS: This item is not quasi-judicial, and as such ex parte disclosure
is not required. This item requires majority vote only. The proposed Resolution is legally
sufficient for Board Action. - CMG
RECOMMENDATION: That the Board of County Commissioners approve the attached
Resolution to appoint Frank Halas, County Commissioner for District 2 to serve as its
representative to the Department of Environmental Protection, Division of Recreation and Parks
Advisory Group established for the purpose of updating the Delnor- Wiggins Pass State Park
Management Plan and that Marla Ramsey, Public Services Administrator, be appointed to serve
as alternate representative to this advisory group.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER
COUNTY, FLORIDA APPOINTING REPRESENTATIVES TO THE DEPARTMENT
OF ENVIRONMENTAL PROTECTION, DIVISION OF RECREATION AND PARKS
ADVISORY GROUP WHICH HAS BEEN ESTABLISHED FOR THE PURPOSE OF
UPDATING THE DELNOR-WIGGINS PASS STATE PARK MANAGEMENT PLAN.
WHEREAS, the Department of Environmental Protection. Division of Recreation and
Parks is in the process of updating the Delnor- Wiggins Pass State Park Management Plan; and
WHEREAS, Section 259.032, Florida Statutes, requires that this state agency appoint an
advisory group to review each state park management plan; and
WHEREAS, the cited Florida Statute further provides that said advisory group shall
include representatioll by elected officials oflocaI governing agencies; and
WHEREAS, said designees shall attend and represent the Board of County
Commissioners at the upcoming scheduled workshop and may also attend the advisory group
meeting to consider the management plan update.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA that:
Frank Halas, County Commissioner for District 2, is appointed to serve as the Board of
County Commissioners' representative to the Department of Environmental Protection, Division
of Recreation and Parks Advisory Group established for the purpose of updating the Delnor-
Wiggins Pass State Park Management Plan.
BE IT FURTHER RESOLVED that Marla Ramsey, Public Services Administrator, is
appointed to serve as the alternate representative to this advisory group.
This Resolution adopted after motion, second, and majority vote on this 27th day of
January, 2009.
