EXECUTIVE SUMMARY
Recommendation to award Bid #09-515ll for construction of St. Andrews Boulevard Phase
II Stormwater Improvements, Project No. 51I4ll.l, to Haskins, Inc. in the amount of
$138,863.50 plus a ten percent contingency.
OBJECTIVE: To receive Board of County Commissioners approval for the award of a contract
to proceed with the St. Andrews Boulevard Phase 11 Stoffi1water Improvements Project for
$138,863.50 per plans and specifications to the lowest, qualified and responsive bidder, Haskins,
Inc.
CONSIDERATIONS: Tbe bid was advertised on November 6,2008 in the Naples Daily News
and notices were sent to seven hundred (700) vendors. On November 21, 2008, a non-mandatory
pre-bid meeting was held to explain the contract specifications and answcr any questions that the
prospective bidders may have. On December 9, 2008, eleven (11) bids were received and
reviewed by the Stoffi1water Management Section's staff and the Project's Design Professional
in conjunction with the Purchasing Department. Responses were received from the following
firms:
American Directional Boring, Inc.ldba ADS Utility Contractors
Better Roads
Bonness, Inc.
Cross Country Underground
Denco Construction, Inc.
Douglas N. Higgins, Inc.
Earth Tech Enterprises, Inc.
Haskins, Inc.
Quality Enterprises USA, Inc.
Stahlman-England Irrigation, Inc.
Stevens & Layton, Inc.
The eleven (11) responsive base bids received ranged from $138,863.50 to $286,405.00. Bid
alternates and costs are noted on the attachment. The Engineer's project estimate was
$235,000.00.
This stonnwatcr project is located within St. Andrews Boulevard Road Rights-of-Way and
platted drainage casemcnt within Lely Golf Estates Unit No.2. The proposed work generally
consists of clearing and grubbing, cross drain culvcrt rcplacements and ditch realignment
increasing the flow way's capacity, incidcntal pavemcnt and curbing rcpairs, water main
defcctions, and construction detour. Construction shall bc in accordance with the plans and
specifications by Q. Grady Minor and Associates, P.A.
In this project's community involvement efforts, thc Storm water Management Section stalf
notified the adjacent property owner(s) within the work zone and also notified the Lely
Beautification MSTU Committec and the Lely Civic Association. Adjacent owner, committee,
and association commcnts wcrc considered in the design's final plans.

Staff has reviewed the bids received and recommends awarding the construction contract to
Haskins, Inc. as the lowest, qualified and responsive bidder. Their base bid was the lowest being
$138,863.50.
FISCAL IMPACT: Funds in the amount of $152,749.85 (total construction amount of
$138,863.50 plus a ten percent contingency amount of $13,886.35 for unforeseen related
expenses) are available in the Stormwater Management Section Fund 325, Project No. 51140.1.
LEGAL CONSIDERATIONS: This item has been reviewed and approved by the County
Attorney's Office, is not quasi-judicial and requires no ex parte disclosure, requires only a
majority vote for approval, and is otherwise legally sufficient for Board action.-SRT
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact associated
with this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners:
(I) Approve award of Bid No. 09-5150 to Haskins, Inc. li)r the St. Andrews Boulevard
Phase II Storrnwater Improvements Project No. 51140.1 for the total Base Bid amount of
$138,863.50plus a ten percent (10%) contingency ($13,886.35) totaling $152,749.85;
(2) Authorize the Chair to execute, subject to final review and approval by the County
Attorney's Office for legal sufficiency, the standard Board approved contract after
execution by the vendor.
