Request that the Board of Collier County Commissioners consider waiving the residency
requirement in relation to Gary Eidson, member of the Rural Lands Stewardship Area
Review Committee
EXECUTIVE SUMMARY
OBJECTIVE: The purpose of this Executive Summary is to advise the Board of County
Commissioners ("BCC") that Gary Eidson, who was appointed as an original member of the
Rural Lands Stewardship Area Review Committee (the "Committee") by Resolution 2007-305
on October 24, 2007, has changed his residence to a location outside of Collier County effective
January 16, 2009.
CONSIDERATIONS: On October 24,2007, the BCC adopted Resolution Number 2007-305A,
creating the Rural Lands Stewardship Area Review Committee as an ad hoc advisory committee
to assist in the five-year review of the Rural Lands Stewardship Area Overlay (RLSAO) of the
Future Land Use Element of the Growth Management Plan, as provided for in Policy 1.22 of the
RLSAO and Section 4.08.04 G of the Land Development Code.
On June 10,2008 the Board of County Commissioners adopted Resolution 2008-163 extending
the terms to April 24, 2009.
Resolution No. 2007-305A, Section Two, Paragraph Two states: "The committee shall be
comprised of thirteen (13) members and, to the maximum extent possible, represent a broad base
of citizens and business and property owners within the Review area. In addition, members
who do not reside within the County but have an interest in the Review area may be
appointed."
Gary Eidson's qualifications for his initial appointment to the Committee included his activism
in North Naples and as Chairman of the Citizens Transportation Coalition of Collier County.
The Committee minutes show that Gary Eidson has contributed significantly in the discussions
and actions taken by the Committee. Further, he has indicated in a December 4, 2008 email to
Staff (attached as Exhibit A), that his desire is to continue his work as a member of the
Committee, even though he will not reside in Collier County effective January 16,2009.

RECOMMENDATION: That the Board of County Commissioners consider Mr. Gary
Eidson's request to remain on the committee.

The RURAL LANDS STEWARDSHIP AREA (RLSA) REVIEW COMMITTEE was created by the
Board of County Commissioners on June 26, 2007 by Resolution No. 2007-173 to assist the
Board in facilitating the public participation component of the RLSA Overlay Five-Year Review.
The purpose of this committee will be to review data concerning the parlicipation and
effectiveness in the Overlay meeting the Goal, Objective, and Policies in the Future Land Use
Element of the Growth Management Plan and make recommendations to the Board of County
Commissioners. The committee shall be comprised of 13 members and, to the maximum extent
possible, represent a broad base of citizens and business and properly owners within the Review
area. Terms are one year.
