EXECUTIVE SUMMARY
Recommendation to award Bid No. 08 -5137, "Annual Contract for the Purchasing and
Repairs of Pumps and Motors" to various companies in the estimated annual amount of
$350,000.00.
OBJECTIVE: The public purpose of this contract award is to streamline the purchase and
maintenance of pumps and motors for all County departments, which will further enhance the
reliability of County -owned equipment that falls under the scope of services specified in the
contract.
CONSIDERATIONS: Several departments within the Public Utilities Division, as well as
departments in other Divisions of the County Manager's Agency, utilize pumps and motors of
various sizes and horsepower (HP) in their daily operations, which require the services of an
outside vendor for repair and maintenance.
Minor pump and motor repairs are performed in the field by staff; however, the majority of
County departments are not equipped and/or trained to perform major repairs, requiring the
services of an outside vendor. Bid #08 -5137 was publicly posted on October 24, 2008. Ninety -
one (91) inquiries were sent to vendors; five bids were received by the due date. The bid
included qualification requirements from prospective bidders. One of the five bidders, Tripp
Electric Motors, Inc., was considered nonresponsive due to not bidding all 17 repair items and
not meeting the qualification criteria set forth in the bid document.
Staff reviewed the bids and qualifications of the remaining four bidders and recommends award
of the bid to John Mader Enterprises Inc., DBA: Mader Electric Motors, as the primary vendor
for 1 to 100 HP pumps and motors; to Southern Electric Supply, DBA: Rexei, as the primary
vendor for 100 HP and up pumps and motors; and to Bob Dean Supply, Inc. as the secondary
vendor, and to TAW Orlando Service Center Inc. as the tertiary vendor at the contract prices
shown in the table below.

When purchasing new pumps and/or motors, the requesting Department shall obtain quotes from
at least two of the four contract awarded vendors.
FISCAL IMPACT: These services will be used by various County departments. Individual
repair orders and new equipment purchases will be consistent with current budget requirements,
as approved by the Board of County Commissioners (BCC) on September 18, 2008. Anticipated
orders for the Public Utilities Division are consistent with the 2008 Water and Wastewater
Agenda Item No. 16C3

Master Plan Updates adopted by the BCC on June 24, 2008, as Agenda Items 10 B and 10 C.
Source of funds for the Public Utilities Division's utilization of this contract are the Public
Utilities Operations Fund (408), Water User Fees Fund (412), and Wastewater User Fees Fund
(414).
LEGAL CONSIDERATIONS: If this item is approved, the County's standard contract will be
used. The County Attorney's Office has previously approved the County's standard contract for
form and legal sufficiency and will review the executed contract prior to the
Chairman's signature. This item is legally sufficient for the Board of County Commissioners'
consideration. - JAB.
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.

the primary vendor for I to 100 HP pumps and motors; to Southern Electric Supply, DBA:

Inc. as the secondary vendor, and to TAW Orlando Service Center Inc. as the tertiary vendor.
