County Commissioners will hold a public hearing to consider the transmittal of the 2006
EAR-Based Amendments to the Collier County Growth Management Plan. The meeting
will commence at 9:00 A.M. The title of the proposed Resolution is as follows:

COMMUNITY AFFAIRS.
The purpose of the hearing is to consider a recommendation on EAR-based
amendments to the Growth Management Plan; specifically amendments to the Capital
Improvement Element, Transportation Element, Sanitary Sewer Sub-Element, Potable
Water Sub-Element, Drainage Sub-Element, Solid Waste Sub-Element, Natural
Groundwater Aquifer Recharge Sub-Element of the Public Facilities Element, Housing
Element, Recreation and Open Space Element, Conservation and Coastal Management
Element, Intergovernmental Coordination Element, Future Land Use Element, Golden
Gate Area Master Plan Element, Immokalee Area Master Plan Element, Economic
Element and the deletion of the Marco Island Master Plan Element in its entirety; and a
recommendation for transmittal to the Florida Department of Community Affairs.
All interested parties are invited to appear and be heard. Copies of the proposed EAR-
Based Growth Management Plan Amendments are available for inspection at the Collier
County Clerk's Office, 4th floor, Administration Building, Collier County Government
Center, East Naples, Florida; and at Comprehensive Planning Department, 2800 N.
Horseshoe Drive, Naples, Florida between the hours of 8:00 A.M. and 5:00 P.M.,
Monday through Friday. Any questions pertaining to these documents should be
directed to the Comprehensive Planning Department. Written comments filed with the
Clerk to the Board's Office prior to April 18, 2006, will be read and considered at the
public hearing.
If a person decides to appeal any decision made by the Board of County Commissioners
with respect to any matter considered at such meeting or hearing, he will need a record
of that proceeding, and for such purpose he may need to ensure that a verbatim record
of the proceedings is made, which record includes the testimony and evidence upon
which the appeal is to be based.

WHEREAS, Collier County, pursuant to Section 163.3161, et. sea., Florida Statutes, the
Florida Local Government Comprehensive Planning and Land Development Regulation Act,
was required to prepare and adopt a comprehensive plan; and
WHEREAS, the Collier County Board of County Commissioners adopted the Collier
County Growth Management Plan on January 10, 1989; and
WHEREAS, the Local Government Comprehensive Planning and Land Development
Regulation Act of 1985 provides authority for local governments to amend their respective
comprehensive plans and outlines certain procedures to amend adopted comprehensive plans
pursuant to Sections 163.3184 and 163.3187, Florida Statutes; and
WHEREAS, Collier County has prepared Evaluation and Appraisal Report EAR-based
plan amendments to the following elements of its Growth Management Plan:
Capital Improvement Element;
Transportation Element;
Sanitary Sewer Sub-Element;
Potable Water Sub-Element;
Drainage Sub-Element;
Solid Waste Sub-Element;
Natural Groundwater Aquifer Recharge Sub-Element;
Housing Element;
Recreation and Open Space Element;
Conservation and Coastal Management Element;
Intergovernmental Coordination Element;
Future Land Use Element;
Golden Gate Area Master Plan Element;
Immokalee Area Master Plan Element;
Economic Element; and deletion of
Marco Island Master Plan Element in its entirety;
and
WHEREAS, the Collier County Planning Commission has considered the proposed
EAR-based amendments to the Growth Management Plan pursuant to the authority granted to

WHEREAS, upon receipt of Collier County's proposed Growth Management Plan
Amendments, various State agencies and the Department of Community Affairs (DCA) have
ninety (90) days to review the proposed amendments and DCA must transmit, in writing, to
Collier County, its comments along with any objections and any recommendations for
modification, within said ninety (90) days pursuant to Section 163.3184, Florida Statutes; and
WHEREAS, Collier County, upon receipt of the written comments from DCA must adopt,
adopt with changes or not adopt the proposed Growth Management Plan Amendments, within
one-hundred-twenty (120) days of such receipt pursuant to Section 163.3184, Florida Statutes;
and
WHEREAS, the DCA, within forty-five (45) days of receipt of Collier County's adopted
Growth Management Plan Amendments, must review and determine if the Plan Amendments
are in compliance with the Local Government Comprehensive Planning and Land Development
Act of 1985; the State Comprehensive Plan; the appropriate Regional Policy Plan and Rule 9J-
5, Florida Administrative Code, pursuant to Section 163.3184, Florida Statutes.
NOW, THEREFORE, BE IT RESOLVED by THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
The Board of County Commissioners hereby approves the proposed EAR-Based
Growth Management Plan Amendments, attached hereto as Exhibit A and incorporated by
reference herein, for the purpose of transmittal to the Department of Community Affairs thereby
initiating the required State evaluation of the Growth Management Plan Amendments, prior to
final adoption and State determination of compliance with the Local Government
Comprehensive Planning and Land Development Regulation Act of 1985 and Rule 9J-5, Florida
Administrative Code, Minimum Criteria for Review of Local Government Comprehensive Plans
and Determination of Compliance.

The County shall maintain County owned airport facilities as attractive, efficient, safe, and
environmentally compatible facilities. consistent with the approved Airport Master Plan for
each Airport.

Everglades Airpark, and Marco Island Executive Airport Master Plans.

The Collier County Airport Authority shall determine the most cost effective and efficient
means for implementing future facility plans outlined within the airport master plans.

The Collier Count}' Metropolitan Planning Organization (f\-1PO) has assisted Everglades City
in obtaining Federal funds to enable the City to maintain and operate the Everglades
Airpark. Given the assistance provided to Everglades City by the MPO. the Collier County
Board of Count}' Commissioners s-hall will coordinate with the Everglades City Council to
ensure a safe and orderly transfer of maintenance and operation responsibilities of the
Everglades Airpark and all related facilities to Everglades City. Such transfer s-hall will be in
a manner that does not compromise the safet}' of the Airpark and the future facilit}' plans
authorized by the Everglades Airpark Master Plan. In the event such transfer takes place
and the Airpark ceases operation. maintenance and operation responsibilities of the Airpark
property will revert back to Collier County.
