SUPERVISOR OF ELECTIONS EDNA SANTA'S REQUEST FOR MORE OFFICE SPACE TO ACCOMMODATE THE INSTALLATION OF A COMPUTER TERMINAL - TO BE REVIEWED PROMPTLY AND RESOLVED Supervisor of Elections Edna Santa stated that her office had preViously been given additional space in the hallway, adjacent to her present location, for the installation of a computer terminal which will be used in the Elections operation. But due to the time lag involved in the proposed installation, the space has, in the interim been occupied by employees of Clerk Reagan. Chairman Wenzel said he had spoken with Clerk Reagan and that they, together with Fiscal Officer Hall, will have a meeting this afternoon and a resolution concerning the problem w1l' be forthcoming. D.O.T. ANNUAL PRESENTATION OF THE STATE FIVE YEAR PROGRAM Following County Engineer Cliff Barksdale's statement that the mepting was being held in order for the Florida OOT to make their annual presenta- tion of the five (5) year program, the session was turned over to Mr. Bill Fowler, District Engineer of the FOOT. Mr. Fowler expressed his appreciation at being back on the west coast of Florida and introduced his colleagues, who, fOllowing his remarks, would be making the presentation: Mr. Jim Chandler, Deputy District Engineer for Production; Mr. Claude White, District Planning Engineer; Mr. Loren Midgett, Project Development Environmental Engineer and Mr. Bill Allbaugh, Assistant Maintenance Engineer in Fort Lauderdale. Mr. Fowler said the Florida Department of Transportation is currently preparing their annual update of the, five year work program and in reviewing the 1979-1980 construction program, which was presented in the spring of 1979, the Depart- ment has experienced: (1) an inflation in its contracts for construction of around 20% over the spring estimates of 1979 and (2) a reduction in income of at least 5% under income of a year ago. The effect of the first observation has been that the Department could not go to contract in 1979-1980 with as many projects as anticipated, resulting in a revision of inflation rates for future years in an attempt to be more realistic, as follows: 1980-8l 1981-82 1982-83 1983-84 1984-85 Construction l8% l6% 15% 15% l2% . '.....""'.~"'~~~ . - ';":', , '.,~. . a::::I L..l CI March 18. 1980 Mr. Fowler continued that the effect of the second observatfon has been the drastic reduction of the Department's state funded resurfacfng and bridge repair programs with a conversion of state funded right-of-way acquisition to federal aid. Mr. Jim Chandler. Deputy District Engineer together with Mr. Claude White. Dfstrict Planning Engineer identified those projects that have been programed for the FY 1980-81, pointing out those particular ones already contracted-out and those yet to be. They also descrfbed all pro- jects designated for construction for the next four years from 1981 through 1985. (See schedule on ffle with the Clerk to the Board's offfce). In answer to Commissioner Pfstor's question regarding the double- marking of SR 951 with a reductfon in the speed limit from 55 mph to 35 mph. Mr. Chandler said he had considered such a remedy for the portion of the road that has been termed a "death trap" but, in hfs opinion, ft would only result in a situation too dangerous to even contemplate. When Commissioner Pistor stated there was a petition containing 2,000 signatues being sent to the DOT strongly requesting that something'be done immediately about the road, Mr. Chandler stated that he and Mr. Fowler would review the subject area but felt that the EIS study now in progress will be a major tool in finding the correct safety answer. Mr. Loren Midgett, Project Development Environmental Engineer, explained why the preparation and presentation of such an EIS takes two (2) years or more. Commissioner Brown expressed his discontentment with the statement that the needed improvements to the Immokalee Road would, out of necessity, have to be postponed until. possibly. 1988.
