EXECUTIVE SUMMARY
Recommendation to approve a Memorandum of Understanding (MOU) between the Collier County
Board of County Commissioners, through the Emergency Management Division, and Florida
Southwestern State College for facility use during times of local emergency or disaster.
OBJECTIVE: To provide an additional location for staging and timely deployment of public safety
resources during times of local emergency or disaster.
CONSIDERATIONS: During Hurricane Irma, the Emergency Services Center campus became
exceedingly crowded with mutual aid resources. As an after -action item, the attached Memorandum of
Understanding was developed to formalize a local process to utilize certain areas of the adjacent Florida
Southwestern State College campus for staging and possible refuge for public safety personnel and
resources as directed by the Collier EOC. Florida Southwestern State College is a non -resident campus,
therefore support personnel from the college during a hurricane is extremely limited. It has been mutually
determined that certain spaces would be utilized under the direction of the EOC, primarily for law
enforcement staging. Additionally, the agreement allows for the Emergency Management Division to
assist the College with mutually beneficial training and crisis support.
FISCAL IMPACT: In the event of a major emergency or disaster, the extent of cost would be limited
to minor cleaning or minor repairs from use of parking lots, common spaces, or classroom areas for
public safety personnel staging equipment or refuge operations. Such costs are typically reimbursable by
the Federal Emergency Management Agency. A rough estimate of cost would not exceed $10,000.00.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this Executive Summary
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
RECOMMENDATION: To approve, and authorize the Chairman to execute, the Memorandum of
Understanding between Collier County and Florida Southwestern State College.
