EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign the Cost Share Agreement with
the Pelican Isle Yacht Club, Inc., to complete a maintenance dredge of the shared canal
immediately west of Cocohatchee Park not to exceed $45,000.
OBJECTIVE: To perform maintenance dredging of a shared canal on the east side of the Pelican Isle
Yacht Club (PIYC) property that is part of the Cocohatchee River Park.
CONSIDERATIONS: PIYC proposed to complete a maintenance dredge of their existing marina and
shared canal under the terms of a prior maintenance dredge last completed in 2005 that will restore the
design depth of the canal to -5' mean low water (MLW).
PIYC has requested to work with the County in the maintenance dredging of this shared c anal on the east
side of the PIYC property that is part of the Cocohatchee River Park and to use open land available on the
County's park property without charge during this dredge to transfer the dredged material offsite for
disposal. PIYC agrees that the County's open land made available for the dredge material will be restored
to its previous conditions after the transfer and agrees to make available wet slips in its marina should
those who are renting wet slips at Cocohatchee River Park need to be relocated during the Project.
An analysis completed by the marine engineering firm of Hans Wilson & Associates of Ft. Myers, Florida
has calculated estimates of the volume of the dredged material from the County's side of the shared canal.
This calculation estimated that seventeen percent (17%) of the total material associated with the shared
canal was from County property. Staff recommends sharing the cost of the dredging at a cost ratio of
seventeen percent (17%) for the County and eighty-three percent (83%) for the PIYC not to exceed
$45,000 for the County's share.
Collier County Parks and Recreation Division and the Collier County Coastal Zone Management Division
recommend pursuing this Project as it is beneficial to the County's Cocohatchee Marina and its users.
FISCAL IMPACT: The County will reimburse the PIYC seventeen percent (17%) of the shared canal
project cost not to exceed Forty-five Thousand Dollars ($45,000). Reimbursement funds are budgeted
within Parks Capital Improvement Fund (306) Project 80371 Regional Parks - Other Repairs and
Maintenance. Source of funds is a transfer from the General Fund.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
action.
LEGAL CONSIDERATIONS: This item is approved to form and legality and requires majority support
for approval. -CMG
RECOMMENDATION: To approve and authorize the Chairman to sign the Cost Share Agreement with
the Pelican Isle Yacht Club, Inc., to complete a maintenance dredge of the shared canal immediately west
of Cocohatchee Park not to exceed $45,000.
