EXECUTIVE SUMMARY
Recommendation to adopt by Resolution, the State Housing Initiatives Partnership Program Local
Housing Assistance Plan for Fiscal Years 2019-2020, 2020-2021, and 2021-2022, sign associated
certifications, reaffirm the Interlocal Agreement with the City of Naples and authorize submission
to the Florida Housing Finance Corporation.
OBJECTIVE: To continue to provide and implement affordable housing strategies to benefit the
residents of Collier County.
CONSIDERATIONS: On July 7, 1992, the Florida legislature signed into law the Sadowski Affordable
Housing Act to provide additional funding to local jurisdictions through a documentary stamp tax on real
estate transactions for the provision of affordable housing. Through the Florida Housing Finance
Corporation’s State Housing Initiatives Partnership (SHIP) Program, Collier County and the City of
Naples receive funds to undertake eligible activities as provided by Section 420.9075, F.S. and Chapter
67-377, F.A.C. These funds are for the provision of affordable housing.
Pursuant to Section 420.9075, F.S. and Chapter 67-375(1), F.A.C., Collier County must adopt a Local
Housing Assistance Plan (LHAP) every three (3) years and submit it to the grantor agency, Florida
Housing Finance Corporation to continue receiving SHIP Funds from the documentary surtax collections.
Approval of the LHAP and Interlocal Agreement will allow Collier County to administer funds on behalf
of the City of Naples and the County for SHIP eligible activities for this three-year period.
Florida Statute sets forth minimum set aside requirements that must be met each year. Those requirements
include homeownership, housing to benefit those with special needs, low and very low-income, targeting
and construction related activities. Specifically, a minimum of ten percent (10%) on administrative tasks,
sixty-five percent (65%) of SHIP funds be spent on homeownership activities, seventy-five percent (75%)
of all funds must be spent on construction, rehabilitation, or emergency repairs, thirty percent (30%) spent
on low and very low-income households and twenty percent (20%) for person with special needs.
There are nine (9) strategies in the 2019-2022 LHAP designed to meet the statutory requirements and
community needs.

7. New Construction Assistance
8. Demolition & Replacement of Manufactured Homes

ADVISORY BOARD RECOMMENDATION: On March 11, 2019, the Collier County Affordable
Housing Advisory Committee (AHAC) was presented the proposed LHAP and by unanimous vote
approved the Plan and recommended it for approval by the Board of County Commissioners (Board).
Naples City Council considered approval of the LHAP and Interlocal Agreement on April 3, 2019 and
approved a Resolution confirming adoption of the two (2) documents.

Approval of this Item will also authorize the Chairman to sign the Certification to Florida Housing
Finance Corporation, adopt Resolution and reaffirm Interlocal Agreement with the City of Naples. Each
document is an exhibit to the LHAP.
FISCAL IMPACT: Submission of the LHAP allows Collier County to be eligible to receive SHIP
funding. SHIP funds are deposited in SHIP Grant Fund (791).
GROWTH MANAGEMENT IMPACT: The SHIP LHAP facilitates efforts to meet the goals,
objectives, and policies set forth in the Housing Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: The proposed LHAP meets the requirements of Part VII of Chapter 420,
Florida Statutes. This Item is approved for form and legality and requires a majority vote for Board
action. -JAB
RECOMMENDATION: To adopt the State Housing Initiatives Partnership Program Local Housing
Assistance Plan for Fiscal Years 2019-2020, 2020-2021, 2021-2022, authorize the Chair to sign the
associated certifications and Interlocal Agreement and authorize submission to the Florida Housing
Finance Corporation.
