Agenda 04/23/2019 Item #16C2 (Budget Amendment - Public Utilities)04/23/2019 EXECUTIVE SUMMARY Recommendation to approve a budget amendment in the amount of $120,000 to reallocate Public Utilities Department wastewater project funds to execute priority projects. OBJECTIVE: To remain in compliance and improve the reliability of the IQ Water System. CONSIDERATIONS: In FY2018, the Solid Waste Fund 474 borrowed $36.7 million from the Collier County Water-Sewer District (CCWSD) Wastewater User Fee Fund (414) to finance the Hurricane Irma debris mission. The CCWSD anticipates FEMA and State of Florida reimbursement in 2019. Until that time, the existing Fund 414 funds need to be reallocated to execute priority projects. Funds will be reallocated from Project 73065, County Wide Utility Projects-Wastewater, to Project 70166, IQ Water System Technical Support Projects. The reallocated funds will be used to replace the Irrigation Quality (IQ) meter assembly that serves the Hibiscus Golf Club ($80,000) and to relocate the Autumn Woods IQ assembly ($40,000). The existing Hibiscus IQ meter assembly was installed in 1993 and has reached the end of its design life. The Autumn Woods IQ meter assembly, installed in 1998, is currently located some 600 feet east of Goodlette-Frank Road within the gated community. It will be relocated outside of the gate near the right- of-way of Goodlette-Frank Road. The proposed location will be more accessible for County staff and will eliminate a noise issue for homes near the current location. FISCAL IMPACT: A wastewater budget amendment in the amount of $120,000 is required to reallocate funds within the County Sewer Capital Project Fund (414). LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues, and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities and to remain in compliance with all regulatory programs. RECOMMENDATION: To authorize the necessary budget amendment as set forth in the above Fiscal Impact section.
