EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment in the amount of $60,000, to reallocate funds
to from Project Number 60139 (Naples Park Stormwater Improvement Project) to Project
Number 33606 (Cocohatchee / Palm River Project), within the Stormwater Capital Fund 325, for
the Cocohatchee and Palm River Dredging Project, a partnership project with the South Florida
Water Management District.
OBJECTIVE: To partner with the South Florida Water Management District Big Cypress Basin, to
facilitate the removal of built-up silt in a portion of the Cocohatchee and Palm Rivers, restoring the
conveyance capacity of the downstream receiving waters.
CONSIDERATIONS: On December 11, 2018, during a Board of County Commissioners (Board)
regular meeting, a funding agreement (Agreement No. 4600003935) with the South Florida Water
Management District (District) was approved (Item 16A21) providing for financial assistance to the
County for completion of removal of built-up silt in the tidally influenced portion of the Cocohatchee
and Palm Rivers. The site is generally located on the north side of Immokalee Road, approximately 0.4
miles east of Goodlette Road.
Per the agreement, the District agrees to contribute funds, and the County agrees to perform the work.
The District contribution will reimburse the County up to $388,000 or 50% of the expenditures for the
project. The work will remove the current silt build-up in the waterway restoring conveyance capacity
of the downstream receiving waters.
Collier County Stormwater Management Staff will initiate and manage the project. The District will
provide partnership funding. All consultant and construction work will be completed by private
vendors procured by Collier County staff. Work will begin with Collier County procuring a consultant
to complete a survey, design the necessary dredge area, determine the silt removal quantity, design the
spoil handling and disposal methodology, apply for and obtain all necessary permits,
communicate/coordinate with all affected property owners, and produce and support all project bid
documents.
FISCAL IMPACT: A budget amendment in the amount of $60,000 is needed to move funding from
Project Number 60139 to Project Number 33606 within Stormwater Capital Fund 325 to procure an
engineering consultant. Source of funds is Ad Valorem.
Work within inland tidal waterways is currently considered and approved, by the Board of County
Commissioners, on a case by case basis.
No net change to the annual stormwater operation and maintenance budget is anticipated because of this
effort.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: Approval of this item is in accordance with the goals and
objectives of the Drainage Sub-element of the Growth Management Plan.
RECOMMENDATION: To authorize the necessary budget amendment, to transfer $60,000 from
Project Number 60139 to Project Number 60139 within Stormwater Capital Fund 325.
