LET IT BE REMEMBERED, that the BCC Joint Workshop w/City of Naples
Meeting, having conducted business herein, met on this date at 9:00 AM at
BCC Chambers in the Government Center of Collier County Building F,
Naples, Florida, with the following members present:

INTRODUCTIONS WERE GIVEN WITH THE WORKSHOP CALLED TO
ORDER AT 9:00 A.M. BY CHAIRMAN, COMMISSIONER FRANK
HALAS.
PLEDGE OF ALLEGIANCE
9:05 AM - Councilwoman Penny Taylor arrives.
The following is a synopsis of a Slide Presentation of all the agenda topics:
1. Joseph Schmitt - CDES Administrator and Robert Wiley - Project
Manager,
Engineering Services
o Background and history, 1996 first alert flood update. 2003 - 2004
worked with FEMA.
o 8 months to cover Collier analysis, flood insurance rate map.
FEMA approved extension. Failed to meet deadline now
November 17 deadline for revised flood map and elevation map.
a Cost to date $700,000.
o 2yr flood insurance and certificate in the Golden Gate Estates to be
grandfathered in with the new maps.
o Sheet 2D study - studies need to be completed for flood zones.
2. Robert Wiley -
a November 8, 2006 post processing - data and hydraulic - almost
ready for review process.
o 2007 to finish review and preliminary reports. Map shown.
o 7 basins have been identified - Ava Maria -the ih found. Set up of
physical perimeters, secondary canals - and model indicated for
rainfall.
o Set up 3-4 produce designs for storm events - surge - initial drafts.
3. Brad Lawrence -

o Brad Lawrence - Branch Chief - FEMA Atlanta
o Map modernization - insurance management map - digital based
map - funding provided by congress. Recognized on a National
basis.
o Limit on insurance available for residents at $250,000.00 base
covered.
o Maintaining policy of residence will insure being grandfathered in
under new maps.
a Pie chart showed on slide - most of the maps for Collier County
are 15 years old. New maps are needed badly due to our changing
area.
o Lidar mapping is the latest technology - more precise. It will be
better for residents showing them the actual flood zones
4. Susan Wilson - Insurance Specialist
o Statistics for Collier County - 15 billion in property coverage.
Flood insurance is voluntary. Mandatory only if in flood zone.
o The new maps will identify the high risks mainly
o Flood definition - Partial or completed 2 or more acres or 2 or
more properties.
o Grandfathering buildings - built before 1974
o Average insurance policy is $411.00
o Structure has to have 2 rigid walls and roof, above ground.
a Mobil homes need to be anchored.
o Flood Insurance reform act - escrow account regarding banks to
purchase in revised maps.

5. Robert Wiley-
o There will be aerial extent of flood zones. Example - BE Zone, AE
Zone, X Zone, D Zone and X Zone.
o Large portions in an AE Zone or holding Zone.
o Flood ways, Status No.4 locations may change - elevation may not.

Commissioner Coyle asked what the total amount of premiums paid for
claims so far.
Susan Wilson responded $32 M annual price amount, 1695 claims paid,
$6.8M since 1978 - not including Wilma claims. Adjustment to FEMA map
will increase premiums to flood holders.
John Sorey asked if the $250,000 coverage has any effect with Congress to
increase that amount, as it has not been increased since 1994.
Also asked Question for Brad Lawrence if the Congressional funding from
Collier County will receive any reimbursement?
Joseph Schmidt responded that the money spent for survey - lidar mapping _
FEMA is paying our cost. He will approach the Districts about
reimbursement.
Brad Lawrence replied the premiums need to be achievable across the
country.
Dan Summers - Emergency Management Director, on storm surge prediction
for Collier County
o Each storm cannot be planned - flood insurance is a must.
o Self insurance - limitation - conventional home owners will not cover
flood - hurricane damage.

Emergency Procedures - Dan Summers
a Collier County and City performance after hurricanes last year were an
A + effort.
o Worked smarter - planned better - and talked to the team.
o Need to integrate emergency planning between jurisdictions.

o Early evacuations worked well, evacuated successfully with no grid
locks.
a Collier had Distribution centers for ice and water, Governor sponsored _
didn't come prepared, our sheriff helped.
a Fire Department and EMS worked very well. 15 shelters were open- a
record of 8, 127 people in shelters.
o Need more qualified volunteers.
o 149,000 meals were served by the Red Cross and Salvation Army.
a 7,000 people have applied to FEMA for assistance.
Areas for Concern
· Human services for elderly and special needs.
· Need a Customer evacuation plan
· The need of a consistent client base, data tracking of people with special
needs.
· Jurisdiction - need a stronger human service component.
· There is a need for a good operational presence in Immokalee.
· The need for more generators
· Amateur radio operators - 2 way radios county wide for shelters.
· Web sites need to be up 24 hours for non-resident owners.
· Automated telephone system - code red - needs coordination activity.
· Work with central personnel - employees/ Pre - During - Post.
· We need to be self sufficient and know other Counties operations.
· Additional personnel needed at Distribution points, not the Sheriff.
· Collier County must have a Representative go to Tallahassee for major
events to marshal resources.
· It will take about 2 - 3 years to get funds back from FEMA.
Chief Moore speaks - Police Chief
o Need to talk to all employees to do all types of jobs after any storm.
a After last years storms all volunteers had three hot meals a day.
a Media time is a battle in this area not getting coverage
a Mayor Bill Barnett's Code Red calls helped.

o Need an updated telephone numbers and a 911 database.
o Water restoration is needed immediately and is critical to get a modified
city valve plan.
o Maintain a temporary disposal site.
o Provide uniform tracking spreadsheets.
o FEMA right to entry
o Tree removal contracts with city should be done in advance.
Commissioner Halas encourages all city and county officials to go to FEMA
schools - 1 week - Federal Government with pay. This will help
preparedness before any more storms.
Commissioner Coyle asked Dan Summers what progress has been made with
FPL?
Dan Summers responded - the reason for the rate increases is lots of
reconstruction of power lines etc. to be done.
· He suggests Retail sales and Distribution - Petroleum dealers within a 7
mile radius need to have back up generators.
11 A.M. - John Sorey stepped out. - Was back in 5 minutes
Commissioner Coyle stated when these trucks and supplies aren't being used
they should be leases to public and private partnerships. He asked for a status
report from FPL stating exactly what spending is used on.
Gary Price asked if the County can get more media and radio time for our
county.
Dan Summers responded that WGCU is up and running along with local TV
stations. 2-way radios should be used in the case of damaged lines.
Chief Moore spoke in regards to closing the City. Coordinating curfews need
to be made on a daily basis and when power and water is restored, curfews
can be lifted.

Mayor Bill Barnett left at 11 :20 A.M.
Penny Taylor - Speaks on leaving sacred ground.
There needs to be areas left alone to development, staging areas are a must
during storms.
Dan Summers - Staging areas might need to be outside our counties. But
agrees we are losing spots for staging.
Penny Taylor - Other areas of concern:
A need to purchase a staging area for Collier County might be something
needed. Can we start a partnership with churches to take on certain areas
needing help after the crisis? And when our volunteers go to different areas
needed help, some more knowledge of what exactly needing to be done is
needed by directors.
Chief Moore stated people need to prepare for several days on their own
before help can possibly arrive.
Dr. Joan M. Colfer - Slide Presentation on Pandemic Bird Flu - Best
available data at this time:
· Bird flu has the ability to mutate to a person to person disease.
· As of right now can only be transmitted from birds.
Donna Fiala returned at 11 :26 A.M.
· There is a Federal plan for the H5Nllimited to bird's virus.
· 36,000 people a year die from normal flu virus.
· This bird flu virus can pass through cells and mutate into a new human
to human virus.
· There hasn't been a pandemic since 1968-69.
· There is a 6 month window to create a vaccine.
· High absent people from work and schools will happen.
· Number of deaths will be up and above then that of the normal flu.

Health Dept.
o Federal Plan expects little warning.
o No vaccines for the virus at this time
o The World is in a Phase 3 on a scale of 1-6 for pandemic.
o Flu outline
· Basic Assumption
· Effect on Collier County
· Components needed to respond
· The action needed in certain phase
· What organizations can help
o National Government can stock pile vaccines.
o We could receive vaccines in Florida within 12 hours
o Once the vaccines are available the problem is how to distribute and
who will help
o Need to get prepared now
o See what type of work people can do from home
o EOC needs to know Colliers plan for pandemic
o People can be infectious for at least a day before any symptoms occur
o Communication is the key to closing schools, churches and public
events.
There being no further business for the good of the County, the workshop
concluded at 12:01 PM.
